While the experience has continued to improve in <br />2006-2007, CIGNA recommends an increase of 17 percent. Given the county <br />medical insurance reserve, Mark III Brokerage is agreeable to an increase of <br />13 percent. <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board approved staff recommendations to increase <br />the premium for Health Insurance - total plan increase of 13 percent with no <br />change in the benefit design, nor any increase in employee contributions to <br />dependent coverage. The result of the recommendation for the medical plan is <br />an increase in county funding of 15 percent to $512.00 per employee per month <br />and a 0 percent increase in employee contributions. <br />(F-23) Proposal to Require Employees to Pay a Portion of Health Insurance <br />Premiums and Offer an Offsetting Discount for Employees Who are Non-Tobacco <br />Ueera <br />(F-24) Consent Agreement - Beckenham Subdivision <br />Items F-23 and F-29 were moved to New Business. <br />(G) NEW BUSINESS <br />(G-1) Industrial Development Incentive Grant - Carolina Tractor & Equipment <br />Company <br />Ryan McDaniels,. Director of Cabarrus Economic Development Corporation <br />(EDC), reported Carolina Tractor & Equipment Company is considering <br />relocating its corporate headquarters to Cabarrus County, specifically to the <br />southwest corner of Poplar Tent Road and Derita Road. He said the new $6.5 <br />million 50,000 square foot facility is phase one of the relocation and brings <br />100 new jobs to the county. He reported in year one, the company will pay <br />$41,000.00 in new tax revenue; the County will rebate $39,000.00; netting the <br />County $6, 000.00 in new tax revenue. He said the grant will last for three <br />years with the County receiving the full tax benefit of $91,000.00 in the <br />fourth year. <br />Mr. McDaniels responded to questions from the Board. <br />At 7:07 p.m., Vice Chairman Juba opened the public hearing on the <br />Industrial Development Incentive Grant for Carolina Tractor & Equipment <br />Company. The Public Hearing Notice was published on March 15, 2007 in the <br />INDEPENDENT TRIBUNE and on March 18, 2007 in THE CHARLOTTE OBSERVER (Cabarrus <br />Neighbors). <br />Harold Smith of 108 Edinburg Drive, Kannapolis, expressed opposition to <br />any request for tax incentives. He claimed tax incentives are unfair to <br />taxpayers and are against the Republican platform. <br />Larry Marlow of Odell School Road stated Derita Road needs to be made <br />into a four-lane highway. He said there are several more businesses headed <br />for Derita Road including a Super Wal-Mart and the road cannot handle all the <br />additional traffic. He asked the Commissioners to help get the road <br />improved. <br />There was no one else to address the Board; therefore, Vice Chairman <br />Juba closed the public hearing. <br />Commissioner White MOVED to approve the incentive grant subject to the <br />negotiation and execution of a definitive agreement between Cabarrus County <br />and Carolina Tractor. & Equipment Company, as outlined in the Industrial <br />Development Grant Program, with authorization granted to the County Manager <br />and County Attorney toconclude the negotiations. <br />Commissioner Mynatt seconded the motion. <br />Commissioner Privette commented on the high tax rate of Mecklenburg <br />County and said a tax-incentive is not needed. He also quoted Paul O'Neil, <br />CEO of ALCOA, Senator David Hoyle, Chairman of the Senate Finance Committee <br />and stated his intent to vote against the motion. <br />The MOTION carried with Vice Chairman Juba and Commissioners Mynatt and <br />White voting for and Commissioner Privette voting against. <br />(G-2) HOME Program Public Hearing <br />
