March 26, 2007 (Regular Meeting) <br />Page 313 <br />There was further discussion on including this funding request in TIF <br />(Tax Increment Financing) request from the City of Kannapolis and delays <br />associated with not issuing COPS (Certificates of Participation) in the <br />winter of 2008. <br />Commissioner White MOVED to table the request for architectural funds <br />until the Board has an opportunity to speak to the City of Kannapolis <br />concerning the County's intention to include this project in the Tax <br />Increment Financing requested for the N.C. Research Campus. Commissioner <br />Privette seconded the motion. <br />Commissioner Mynatt stated she supports tabling the item, but not for <br />the reasons identified by Commissioner White. <br />Vice Chairman Juba asked if the Board was agreeable to meeting with <br />Kannapolis in April. <br />Commissioner White expressed support for the meeting with Kannapolis <br />and commented on how issues are addressed by hitting targets that continually <br />pop up instead of making a plan and working it through. <br />The MOTION unanimously carried. <br />(G-6) Request for Additional Land £or Sohool Bua Garaoe <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board tabled the request for additional land for <br />a school bus garage until its April 16, 2007 regular meeting as requested by <br />Cabarrus County Schools. <br />(G-7) Midland Volunte®r Fire Department Requests an Interest-free Loan from <br />Cabarrus County to Construct a Fire Station <br />Steve Langer, Assistant County Fire Marshal, highlighted the following <br />information he presented to the Board at its work session: failure of the 9S <br />Inspection by several of the County's volunteer fire departments for having <br />service areas outside their 5-mile perimeter; redrawing of the fire insurance <br />districts; approval of the new district maps by the Department of Insurance; <br />construction of a new .fire department in Midland; and lower insurance ratings <br />for citizens. <br />Allen Burnette, Chief, of Midland Volunteer Fire and Rescue (VER), <br />requested a 15-year $900,000.00 interest-free loan to build a fire station on <br />Highway 24/27 to provide services for unprotected areas in southern Cabarrus <br />County. He reported on the number of acres, parcels and structures that will <br />go to a Class 9 and Class 10 (unprotected) rating effective July 1s`. He also <br />identified the cost difference between a Class 6 and a Class 9 and 10 for <br />residential fire insurance. Further, he reported the Department has already <br />incurred approximately $117,000.00 in expenses for the new fire station; the <br />Department will cover any expenses over the loan amount of $900,000.00; and <br />the Department isaggressively pursuing donations of goods and services from <br />the community. <br />Mr. Burnette responded to several questions from the Board and reviewed <br />the term of the loan as follows: amount - $900,000.00; interest rate - zero; <br />term - 15 years; number of payments - 180; payments for years 1-5 - $3,000.00 <br />per month; years 6-15 - $6,000.00 per month; and includes a 5-year loan <br />recall provision. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board approved the request by Midland Volunteer <br />Fire and Rescue for a.$900,000.00, 15-year interest-free loan to construct a <br />fire station on Highway 29/27 as presented. <br />(G-S) Consent Agreement - Rustic Canyon Subdivision <br />Kassie G. Watts, Planner, presented a Consent Agreement for Rustic <br />Canyon Subdivision and reported the developer, Mike Shea with Shea Homes, <br />LLC, is present to respond to questions the Board may have. She reported the <br />subdivision was approved by the Cabarrus County Planning and Zoning Board on <br />July 20, 2006, consists of 997 single-family lots on +/-326.991 acres and is <br />located on Zion Church Road. She said the payment to advance school adequacy <br />is $9,039.00 per lot and is due at final platting. She reported the Board <br />tabled the Consent Agreement at its February meeting and asked staff to work <br />with the developer to revise their phasing scheduled. She presented the <br />following revised build-out schedule: more than 35 lots to be platted in <br />
