March 26, 2007 (Regular Meeting) Page 315 <br />(G-11) Ware Bonsall Contrast - Amendment No. 10 <br />UPON MOTION by Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board tabled consideration of Contract Amendment <br />No. 10 for Ware Bonsall Architects to the April 16, 2007 regular meeting. <br />Mike Downs, Deputy County Manager, interjected that there are other <br />amendments. <br />For clarification, John Day, County Manager, reported the requested <br />action in the Consent Agenda was to table this item so that all three of the <br />contract amendments could be discussed at one time. <br />to <br />Uaera <br />of <br />Commissioner Privette read excerpts from a report from the Department <br />of Health and Human .Services to the U.S. Congress concerning the use of <br />alcohol and its related health affects. He presented an amendment to the <br />proposal to include offering an offsetting discount for employees who are <br />non-tobacco and non-alcohol users. <br />John Day, County Manager, reported tobacco use was chosen because <br />studies show there is no safe level of tobacco use. He said alcohol used in <br />moderation, does have positive affects on the prevention of cardiovascular <br />diseases and cholesterol levels. <br />There was a brief discussion on the ease of monitoring cigarette <br />smoking throughout the workday, the difficulty in monitoring alcohol <br />consumption and the medicinal benefits of grapes versus fermentation. <br />Commissioner Privette's amendment died for lack of a second. <br />Commissioner White MOVED to approve the proposal requiring tobacco <br />using employees to pay $50.00 per month of the employee portion of health <br />care benefits and offering an offsetting discount of $50.00 for non-tobacco <br />using employees. <br />Commissioner Mynatt seconded the motion. <br />Commissioner Privette stated his intent to vote against the motion. <br />The MOTION carried with Vice Chairman Juba and Commissioners Mynatt and <br />White voting for and Commissioner Privette voting against. <br />(G-13) Consent Aaraemerit - Heakenham subdivision <br />Commissioner Privette asked the Commerce Department to address the <br />Board. <br />Kassie G. Watts, Planner, stated the developer is in attendance to <br />address questions from the Board. <br />Commissioner Privette commented on the capacity of W.M. Irving <br />Elementary, Mt. Pleasant Middle and Mt. Pleasant High School and stated his <br />intent to vote against .the motion. <br />There was a brief discussion on the small number of students generated <br />by this subdivision. <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt, <br />with Vice Chairman Juba and Commissioners Mynatt and White voting for and <br />Commissioner Privette voting against, the Board approved the Consent <br />Agreement between Cabarrus County and McDonald Homes, Inc., for the Beckenham <br />Subdivision, including the payment of $4,034.00 per lot to advance school <br />adequacy that is due at final platting and the following build-out schedule: <br />no more than 6 lots platted in 2007; no more than B lots platted in 2008; and <br />no more than 6 lots platted in 2009. Further, the Board authorized the <br />County Manager to execute the Agreement on behalf of Cabarrus County. <br />(H) APPOINTMENTS <br />(H-1) Fire Protection District Commieaionera <br />
