W. Cannon to enable him to build Cannon Mills. She said <br />TIF bonds have been around since 1952 and in 2009 this Board supported the <br />passage and use of TIF bonds. She also reported on the amount of fees and <br />permits collected by the County for three of the Research Campus buildings <br />and suggested these funds be used for schools. She also pointed out the TIF <br />bond debt includes a guarantee from the developer to pay a minimum tax <br />assessment to cover the debt service on the bonds and that a majority of the <br />construction is high-end housing and non-residential development which pays <br />for itself. Not including sales tax and tourism revenues, she estimated the <br />County will have approximately $196 - $220 million for other purposes and <br />suggested these fundsbe used to build schools. Finally, she reported one of <br />the TIF projects is a water reuse plant. <br />Derrell Perkins, owner of the Carpet Connection located at 1216 South <br />Main Street in Kannapolis, stated his business is doing so much better since <br />the Research Campus project has started. <br />Ernest Macon, 1619 Eastwood Drive, Kannapolis, commented on the <br />partnering to construct a road to Cannon Mills in 1905 and asked the Board to <br />partner again in an economic development project that will benefit the region <br />just as Cannon Mills did. He reported the bonds must be approved by the <br />Local Government Commission and that quality development will generate high- <br />end residential development that pays for schools. <br />Paul Bessent, 2900 Pine Cape, Kannapolis, stated he moved to Cabarrus <br />County many years ago with faith that the Westside Bypass would eventually <br />come to pass. He said David Murdock has a dream and dreams require a little <br />faith. He said the N.C.
