May 21, 2007 (Regular Meeting) Page 376 <br />Appointment Policy is required, if the Board chooses to reappoint Ms. <br />Pensgen. <br />UPON MOTION by Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board removed Ms. Ernestine B. Earnhardt, Angela <br />Owen, Justin Kuralt, Joan Powell and Margie Norris from the Adult Care Home <br />Community Advisory Committee as requested. Further, the Board made an <br />exception to its Appointment Policy and reappointed Karen Pensgen to a 3-year <br />term ending June 30, 2010. <br />(H-2) Nuraing Home Community Advisory Committee <br />Toni Michelle Stovall and Susan Walters resigned from the Nursing Home <br />Community Advisory Committee (NHCAC). Barbara Blackmore has requested to <br />move her appointment from NHCAC to the Adult Care Home Advisory Committee <br />(ACHAC) as a result of a relative residing in a nursing home, which is a <br />conflict of interest. Currently, there are a number of vacant positions on <br />the ACHAC. <br />UPON MOTION by Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board accepted the resignations of Toni Stovall <br />and Susan Walters. Further, the Board approved the transfer of Barbara <br />Blackmore's appointment to the Adult Care Home Advisory Committee to complete <br />a term ending February 26, 2009. <br />(H-3) Transportation Advisory Board <br />NC Department of Public Transportation requires recipients of Community <br />Transportation Program 5311 grant funds for capital and administrative <br />operations to participate in the development and continuation of a <br />Transportation Advisory Board composed of representatives from agencies that <br />are serviced. At its March meeting, the Board tabled its consideration of <br />Rick Leissner's appointment to the Advisory Board due to residency issues. <br />Mr. Leissner now resides within Cabarrus County and is eligible for <br />appointment. <br />UPON MOTION by Commissioner Mynatt and seconded by Commissioner White <br />and unanimously carried, the Board appointed Rick Leissner, Executive <br />Director of Lifespan, to the Transportation Advisory Board to complete an <br />unexpired term ending June 30, 2008 that was formerly held by Scott Franklin. <br />(I) REPORTS <br />(I-1) <br />Commi <br />1 Healthcare - <br />Davidaon, StanlS <br />a Hoards of <br />The May 2007 Piedmont Behavioral Healthcare Report for Cabarrus, <br />Davidson, Stanly, Rowan and Union Counties was included as part of the <br />agenda. <br />(J) GENERAL COMMENTS BY BOARD MEMBERS <br />Commissioner White reported Chief Deputy Paul Hunt received the <br />distinguished Robert Eury Award for being a dedicated Law Enforcement <br />Officer. He said Mr. Hunt has served Cabarrus County for approximately 20 <br />years. <br />Chairman Carruth commented on the need to establish a Board policy <br />concerning the sending and receiving of e-mails. <br />(K) WATER S SEWER DISTRICT OF CAHARRUS COUNTY <br />No items of business. <br />(L) CLOSED SESSION <br />None. <br />(M) RECESS OF MEETING <br />With there being no further business to come before the Board, Chairman <br />Carruth recessed the meeting at 10:20 p.m. until Tuesday, May 22, 2007 at <br />3:30 p.m. in the Multipurpose Room at the Governmental Center. <br />Cler to he oa d <br />
