While some may not like the fact that textiles are <br />leaving America, it is a fact of the new global, knowledge <br />economy. <br />The Community Colleges again are ready to support your county <br />with retraining the workforce for the new jobs to come. <br />It is clear to me that the Research Campus will positively impact <br />the lives of every individual living in Cabarrus County and your <br />support for the campus is critical. Martin Lancaster <br />North Carolina Community College System <br />May 21, 2007 <br />Mr. Robert Carruth <br />Chairman of the Board of County Commissioners <br />Cabarrus County <br />Post Office Box707 <br />Concord, North Carolina 28026-0707 <br />Dear Chairman Carruth, <br />I understand that the Cabarrus County Board of Commissioners is <br />considering using project development financing to assist in the <br />development of public infrastructure for the North Carolina <br />Research Campus in Kannapolis. <br />As you know Amendment One, which gave local governments the right <br />to use project development financing, was approved by the General <br />Assembly and by statewide referendum in November 2009. The <br />legislation authorizing this economic development tool was <br />recommended by the North Carolina Economic Development Board in <br />2002 and received broad support from a coalition of business and <br />economic development interests as it made its way through the <br />legislature and the public referendum process. <br />The North Carolina Research Campus presents a unique opportunity <br />to revitalize and transform the economy of Kannapolis and <br />Cabarrus County. I am pleased that you are considering using <br />project development financing for this effort. While I am not <br />familiar with all of the details of the proposal before you, this <br />is generally the type of private economic development project <br />this tool was intended to be available for. <br />As a local government agency, you are uniquely positioned to know <br />and understand what efforts make the most sense economically for <br />
