May 23, 2007 (Recessed Meeting) <br />Page 385 <br />Loretta Lee, Budget and Performance Manager, reported the Manager's <br />recommendation, of $1,625,223.00 for Rowan-Cabarrus Community College is <br />included in the proposed budget. <br />r-~ <br /> <br />John Day, County Manager, rec <br />request of $1,858,009.00 be funded - <br />reported funding would be included <br />sidewalks along Old Airport Road and <br />by the City of Concord. He further <br />for a new courthouse design. <br />:ommended the Community College's full <br />a difference of $232,781.00. He also <br />on the list for the installation of <br />Highway 99 near the Arena, as required <br />suggested the list include $200,000.00 <br />There was also a general discussion on the use of Certificates of <br />Participation verses Tax Increment Financing for the North Carolina Research <br />Campus. <br />Change of Meeting Location for July BOC Meeting <br />By consensus, the Board agreed to change the meeting location for the <br />July 23, 2007 Board of Commissioners' meeting to the Cabarrus County Historic <br />Courthouse Theatre due to scheduled renovations to the meeting room at the <br />Governmental Center. <br />Update on Cold Case Officer - Sheriff Riley <br />Sheriff Riley and Detective Lieutenant (Lt.) Bobby Bonds, Detective <br />Division, reported on the progress made by the Cold Case officer since the <br />position was created two years ago. Although an arrest has not been made, <br />Sheriff Riley reported one cold case has been presented to the District <br />Attorney for consideration. <br />After reviewing his tenure with the Cabarrus County Sheriff's Office <br />and the State Bureau of Investigation, Detective Lt. Bonds reported on his <br />efforts to locate and compile the homicide inventory and establish systematic <br />procedures for processing the cold cases. He also reported on number of <br />interviews and time spent investigating the following homicide cases: Sheila <br />Bryant (1997), Betty Stephens (2004) and Katie Moody (2003). <br />Afterwards, Sheriff Riley and Detective Lt. Bonds responded to a <br />variety of questions from the Board. <br />Recess of Meeting <br />With there being no further business to come before the Board, Chairman <br />Carruth recessed the meeting at 7:51 p.m. until 3 p.m. on Monday, June 9, <br />2007 in the Rotunda of the Governmental Center. <br />Clerk o he Boa <br /> <br />
