June 4, 2007 (Work Session) Page 391 <br />John Day, County Manager, reported Billy Ray Hall, Director of the <br />North Carolina Rural Economic Development Center, Inc., asked Cabarrus County <br />to partner with the other rural counties in the State and support the <br />resolution for the Clean Water Act. He reported there are 16 counties in the <br />State that are not considered rural and Cabarrus County is one of them. <br />However, he said Mr. Hall is asking for support from all counties. <br /> Commissioner Privette MOVED to place the resolution of support for the <br /> Clean Water Act of 2007 on the June 18, 2007 Agenda as a Consent item. <br /> Commissioner Mynatt seconded the motion. Commissioner White objected and <br /> stated his preference for the ite m to be considered as a New Business item. <br />' Commissioners Privette and Mynatt agreed to change the motion and place the <br /> item on New Business. The MOTION unanimously carried. <br />FY OS Department of Juvenile Justice and Delinquency Prevention (DJJDP) <br />Funding Plan <br />Pam Dubois, Deputy County Manager, gave a brief overview of the DJJDP <br />program totals, including the County's match of $6,967.00 for the Genesis <br />program. She reported the match is included in the FY 07/08 budget. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner White and <br />unanimously carried, the Board voted to place the FY 08 Funding Plan for the <br />Department of Juvenile Justice and Delinquency Prevention on the June 18, <br />2007 Agenda as a Consent item. <br />Department of Social Services - Renewal of Annual Contract with Good Health <br />Services - $1,558,000.00 <br />John D. Day, County Manager, reported this renewal contract provides <br />services that allow elderly individuals to remain in their homes. He further <br />reported the services used to be provided in-house, but were outsourced due <br />to high costs of Workers' Compensation claims, high volume of turnover, etc. <br />Pam Dubois, Deputy County Manager, briefly reported on the success of <br />the program. <br />' Commissioner Privette made a MOTION to place the renewal of the annual <br />contract with Good Health Services for the Department of Social Services on <br />the June 16, 2007 Agenda as a Consent item. Commissioner White seconded the <br />motion. <br />Ms. Dubois responded to several questions from the Board concerning <br />competitive bids, accident rates, workers' compensation costs, liability <br />issues, etc. <br />After a brief discussion, the MOTION unanimously carried. <br />Selection of a Debt Instrument to Fund the New High School and Land Purchase <br />in Kannapolis <br />Pam Dubois, Deputy County Manager, presented the following information: <br />Cabarrus County Board of Commissioners previously approved to <br />enter into an installment financing agreement not to exceed <br />$8,500,000 for the purpose of providing funding to fast track the <br />new High School in the Northwest Area of the County. In January <br />of 2008, the County anticipates issuing debt to cover the cost of <br />constructing the New High School; eliminating the installment <br />financing in the amount not to exceed $8,500,000; and, purchasing <br />land for a new school in Kannapolis. <br />' There are two options for this financing: General Obligation <br />Bonds and Certificates of Participation. The Board has been <br />provided some data comparing the two options but a summary is <br />listed below: <br />1. The interest rate difference is estimated at .1818 higher <br />for the COPS versus the GO Bonds. <br />2. The overall interest cost is estimated at $521,525 higher <br />for the COPS versus the GO Bonds but the COPS will also have a <br />higher principal balance of $600,000 which can be used for <br />projects. <br />
