June 18, 2007 (Regular Meeting) Page 402 <br />(E-1) Old Bethel Sahool - Proposal for Structural Investigation Services <br />from Yates Chreitzberq Hughes Architeata <br />Kelly Sifford, Community Development Manager, reported the Town of <br />Midland has agreed to pay the $6,500.00 fee for the structural investigation <br />services. She said a balance of $500 would be left for the County in <br />potential reimbursement expenses. He also <br />stated the availability of Pam Dubois, Deputy County Manager, to respond to <br /> <br />questions. ' <br />Commissioner Privette commented about an article in THE CHARLOTTE <br />OBSERVER concerning Piedmont Behavioral Health (PBH) Care which gave <br />statistics and listed Directors' salaries. He asked why Cabarrus County's <br />Director was the second highest paid Director in the State with a minimal <br />number of population served. Chairman Carruth, who is the representative for <br />the Board of Commissioners on the Piedmont Behavioral Health Care Board of <br />Directors, reported a correction ran in the newspaper to reflect the correct <br />population totals for Cabarrus County. He further reported the Director's <br />salary is fair based on the large area of service. A brief discussion was <br />held on PBH. <br />Chairman Carruth identified the total FY 07-OB budget as being <br />$176,183,892 with a tax rate of 63 cents. <br />Vice Chairman Juba made a MOTION to adopt the FY 07-OB Budget Ordinance <br />for the General Fund, Cabarrus Arena and Events Center, Landfill Fund and the <br />Tourism Authority Fund; and to adopt FY 07-OB Budget Ordinance for the <br />Special Fire and Service Districts Tax Fund. Commissioner White seconded the <br />motion. <br />Commissioner Privette addressed several questions to John Cox, <br />President and CEO of the Economic Development Corporation (EDC) pertaining to <br />the salaries of the EDC staff; a lengthy discussion ensued. Commissioner <br />Privette asked Mr. Cox to disclose his salary. with the Cabarrus Regional <br />Chamber of Commerce. Mr. Cox stated the Chamber is required to file a 99T ' <br />and Commissioner Privette could pick up a disclosure form and obtain his <br />salary through that process. A lengthy discussion continued. <br />After further discussion and questions concerning the budget of the <br />Economic Development Corporation, the MOTION unanimously carried.
