June 18, 2007 (Regular Meeting) <br />Page 425 <br />contributors to the wastewater treatment system, through the issuance of <br />permits to certain non-domestic users and through enforcement of general <br />requirements for the other users, authorizes monitoring and enforcement <br />activities, requires user reporting and provides for the setting of fees <br />for the equitable distribution of costs resulting from the program <br />established herein. <br />(d) This ordinance shall apply to all users of the wastewater treatment <br />system, as authorized by N.C.G.S. 160A-312 and/or 153A-275. WSACC shall <br />desianate an administrator of the POTW_and pretreatment program hereafter <br />' referred to as the Executive Director. Except as otherwise provided <br />herein, the Executive Director shall administer, implement, and enforce <br />the provisions of this ordinance and shall be responsible for operating <br />and maintaining the wastewater treatment system. Any powers granted to or <br />imposed upon the Executive Director may be delegated by the Executive <br />Director to other WSACC personnel.
