July 2, 2007 (Work Session) Page 483 The Board of Commissioners for the County of Cabarrus met for an Agenda Work Session in the Cabarrus Room at the Cabarrus Arena and Events Center in Concord, North Carolina on Monday, July 2, 2007, at 3:30 p.m. Present - Chairman: Robert W. Carruth Vice Chairman: Joni D. Juba Commissioners: Grace M. Mynatt Coy C. Privette H. Jay White, Sr. Also present were John Day, County Manager; Richard M. Koch, County Attorney; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the Board, and Lori Hinson, Deputy Clerk to the Board. Call to Order Chairman Carruth called the meeting to order at 3:38 p.m. Invocation Commissioner Privette gave the invocation. - Additional Shex Chief Deputy Paul Hunt with the Cabarrus County Sheriff's Department reported the Town of Harrisburg wants to add a Sergeant's position to their police force; there are currently nine officers in Harrisburg; the County is reimbursed for seven of the positions; Harrisburg will reimburse the County for the Sergeant's salary, equipment, etc.; and funding for this position was approved in the Town's FY 07/08 budget. He further reported this position will supervise the other officers in Harrisburg and serve as a liaison between the Town and the County. Chief Deputy Hunt responded to several questions from the Board and a general discussion ensued. Vice Chairman Juba made a MOTION to place the request for an additional Sheriff's deputy for the Town of Harrisburg on the July 23, 2007 Agenda as a Consent item. Commissioner White seconded the motion. After the County Manager and Chief Deputy responded to questions on the provision of police protection in surrounding municipalities, the MOTION unanimously carried. Edward Byrne Justice Assistance Grant (JAG) Captain Phil Patterson with the Cabarrus County Sheriff's Department presented information on an Edward Byrne Justice Assistance Grant (JAG) application. He reported Concord and Kannapolis Police Departments along with the Sheriff's Department are in the process of jointly filing a JAG application to purchase a NarTest Drug Identification System costing $38,796.00. He said the system uses fluorescent signatures to identify controlled substances in minutes, whereas the SBI (State Bureau of Investigation) takes several weeks to return test results. He further reported holding a public hearing is a grant requirement. Captain Patterson responded to questions from the Board concerning response time, accuracy rate and sharing the equipment. Commissioner Privette made a MOTION to place the Justice Assistance Grant (JAG) on the July 23, 2007 Agenda as a New Business item and scheduled a public hearing at 6:30 p.m. Commissioner Mynatt seconded the MOTION. Captain Patterson responded to additional questions related to user certification, will the results from the spectroanalysis hold up in court, who is responsible for the maintenance of the machine after the first year, etc. The MOTION unanimously carried.
