That the all building for this facility be kept north of a line that <br />extends from YCH office and the adjacent Insurance Office to the south. <br />4. That the property south of this line be a NO BUILD zone (the present <br />parking area and retention pond can remain) and this property will be <br />protected with restriction to be determined with our attorney, the <br />County attorney,. and the City attorney. <br />5. That the County truly plan for the future needs of the County by <br />beginning site: acquisition and design for a new satellite jail <br />facility. <br />6. That the County can keep in operation until a new satellite jail <br />facility is open the existing 142 bed jail. <br />Next, Chairman Carruth asked Glenn Ware, of Ware Bonsasll Architects, <br />to review the information presented in Contract Amendment #13 (Exhibit A). <br />Exhibit A is as follows: <br />Scope of Work: <br />Schematic Design of Jail Housing Building(s) based on the Design and Program <br />Parameters listed below. Additional work shall include the following: <br />• Meetings: <br />o Up to six (6) meetings with the Sheriff's Office and County <br />officials to review the development of the design. <br />o Up to three (3) meetings with the City of Concord to review the <br />development of the design. <br />o Up to two (2) meetings with the Board of County Commissioners. <br />• Drawings: <br />o Architectural Site Plan showing building footprints, drives, <br />parking, Service areas, grading and drainage. <br />o Architectural Floor Plans showing each level of the proposed <br />building(s) and their relationship to the Administration Building <br />and Annex Building. <br />o Architectural Building Elevations depicting proposed colors and <br />materials. <br />o Architectural Building Sections showing the relationship to the <br />Administration Building and site topography. <br />• Design Narratives: <br />o Civil - describing demolition, earthwork, utilities, paving, <br />drainage, landscape and irrigation. <br />o Structural - describing foundation systems, structural framing <br />systems. <br />o Plumbing - describing proposed equipment, piping systems and <br />fixtures. <br />o Mechanical - describing proposed HVAC equipment and systems. <br />o Electrical - describing proposed power and emergency power <br />equipment, electrical and electronic systems and fixtures. <br />o Security - describing proposed security electronic equipment and <br />systems. <br />o Architectural - describing proposed materials for exterior and <br />interior construction. <br />• Models <br />o Scaled site model of the final schematic design showing building <br />massing and topography of the proposed design. <br />0 3D color computer model of the final schematic design showing the <br />proposed exterior design of the building. <br />• Schematic Estimate <br />o Provide 8 detailed Schematic Estimate based on the final <br />schematic design drawings and narratives. <br />Design and Program Parameters: <br />• Limit the height of the proposed housing building(s) to 98 feet (4 <br />levels of cells--) above finished grade. An option with a height of 72 <br />feet (6 levels of cells) may be considered as an alternate, but not as <br />the primary option. <br />• Provide 192 cells (not including the Annex), with a ratio of <br />approximately 308 single cell/708 double cell. If possible, maintain <br />the 96-cell housing unit configuration previously developed. <br />• Provide housing support space for foodservice, laundry, warehouse, <br />commissary and medical in accordance with the program. <br />• The design of the building exterior shall mimic the appearance of the <br />Administration Building. <br />• The Housing Building(s) shall be located on north/northeast side of an <br />imaginary line.. running east from the southern edge of the Yates <br />Chrietzberg Hughes property, intersecting with another imaginary line <br />running along the rear property line of the two houses, parallel to <br />Corban Avenue. <br />
