August 20, 2007 (Regular Meeting) Page 532 <br />The terms of appointment for the following members of the Cabarrus <br />Planning and Zoning Commission end on August 31, 2007: Danny Fesperman <br />(Central), Ian Prince (At-Large), Larry Griffin (Harrisburg) and Larry F. <br />Ensley (Alternate - At-Large). Mr. Griffin has served a total of five <br />consecutive years between the old and the restructured Planning and Zoning <br />Board. Mr. Fesperman, Mr. Prince and Mr. Ensley are eligible for <br />reappointment. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board reappointed the following members to the <br />Cabarrus County Planning and Zoning Commission for three-year terms ending <br />August 31, 2010: Danny Fesperman (Central), Ian Prince (At-Large), Larry <br />Griffin (Harrisburg) and Larry F. Ensley (Alternate - At-Large). <br />(H-3) Harrisburg Fir® Advisory Board <br />The Harrisburg Town Council has recommended the reappointment of Ms. <br />Shannon Wright-Elmore to the Harrisburg Fire Advisory Board for a 2-year term <br />ending July 1, 2009. <br />UPON MOTION ofCommissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board reappointed Shannon Wright-Elmore to the <br />Harrisburg Fire Advisory Board for a 2-year term ending on July 1, 2009. <br />(H-4) Region F Advisory Board <br />The terms of Ms. Vernie King and Rusty Mitchell ended on June 30, 2007. <br />Ms. King has served seven consecutive years and is not eligible for <br />reappointment. MikeMurphy, Aging Director, recommends the appointment of <br />Ted Drain to fill the position formerly held by Ms. King. Mr. Drain <br />currently serves on the Dept. of Aging Advisory Board. According to the <br />Appointment Policy, Service on Multiple Boards, the dual membership provision <br />does not apply for appointments to regional/area boards. Finally, Mr. <br />Mitchell would like to be considered for reappointment. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner White and <br />unanimously carried, .the Board appointed Ted Drain to the Region F Aging <br />Advisory Board for a 2-yaer term ending August 31, 2009 and reappointed Rusty <br />Mitchell for a 2-year term ending August 31, 2009, pending verification of <br />residency. Note: It was later determined that Mr. Mitchell is a Cabarrus <br />County resident. <br />(H-5) Transportation Advisory Hoard <br />NC Dept. of Public Transportation requires recipients of Community <br />Transportation Program 5311 grant funds for capital and administrative <br />operations participate in the development and continuation of a <br />Transportation Advisory Board (TAB) comprised of representatives from the <br />agencies that are served. The TAB requests the reappointment of Janet Purser <br />(Head Start) and theappointment of Patricia Crawford (Healthy Cabarrus) to <br />replace Gina Goff. <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette, <br />and unanimously carried, the Board reappointed Janet Purser (Head Start) and <br />appointed Patricia Crawford (Healthy Cabarrus) to the Transportation Advisory <br />Board for a 3-year term ending June 30, 2010. <br />(I) REPORTS <br />None. <br />(J) GENERAL COMt+ISNT3 BY BOARD MEMBERS <br />Commissioner Privette commented on the absence of a sign at Lake Don T. <br />Howell. <br />Jonathan Marshall, Commerce Director, reported several signs have been <br />destroyed by vandalism over the years and that the issue could be <br />readdressed. <br />(K) WATER 6 SEWER DISTRICT OF CABARRUS COUNTY <br />No items of business. <br />(L) CLOSED SESSION <br />
