She also pointed out all the <br />planning that occurred prior to the October 28th meeting did not give the <br />community a concept of the size of the housing unit. She also addressed the <br />exterior embellishments required by Concord to obtain the conditional sse <br />permit and asked a number of~questions related to the conservation easement. <br />General Discussion <br />There was a lengthy discussion. Items addressed included the <br />following: a safe system of transporting inmates to and from the Courthouse; <br />the amount of time to receive a decision from the N.C. Court of Appeals <br />and/or the Supreme Court; construction prices continue to escalate without a <br />signed contract; the cost and capacity of the Henrico County Jail and its <br />distance from the Courthouse; Pitt County's cost comparison of a satellite <br />facility vs. a downtown facility; making decisions based on facts and data, <br />not assumptions; the current rate per square foot for jail construction <br />costs; spending taxpayer's money wisely; consulting with a disinterested <br />third party to help the Board work through its issues and provide <br />recommendations; cost of the Brunswick County Jail; comparing apples to <br />apples; etc. <br />Commissioner Mynatt MOVED to ask Ware Bonsall Architects to provide a <br />proposal by Monday night, including schematics and a total budget, for the <br />two options that have not been discussed. <br />Chairman Carruth asked for a clarification of the two options. <br />Commissioner Mynatt reported that Option No. 1 is to remove the top two <br />floors of the housing unit and Option No. 2 is to remove the southern three <br />pods which would entail moving the wall north and redesigning the excess <br />space in the hallway. <br />There was discussion on the reduction of bed space generated by each <br />option. It was determined that Option No. 1 eliminated 156 beds and Option <br />No. 2 eliminated 296 beds. Including the Annex, Option No. 1 provided 920 <br />beds and Option No. 2 provided 336 beds. <br />Chairman Carruth recognized Sheriff Riley, who was in the audience and <br />asked him to estimate how long336 beds would last. Sheriff Riley estimated <br />the average daily inmate population would jump from 230 to 300 rapidly. <br />John D. Day, County Manager, suggested the Board ask for a complete <br />proposal, all the way through to construction drawings. <br />At the request of Commissioner White, Chairman Carruth restated the <br />motion as follows: to ask Ware Bonsall architects to provide a proposal by <br />Monday evening for Option No. 1 and No. 2, including the cost of the <br />schematics, the cost of redesign and full construction documents. He <br />clarified this motion is not to redesign the housing unit, but to get cost <br />projections. <br />Commissioner Privette seconded the motion and commented on visiting the <br />Brunswick County's jail and Henrico County's jail. <br />CommissionerWhite expressed concern with Commissioner Mynatt's motion <br />and with Ware Bonsall's ability to provide relevant information. Further, he <br />stated his intent to vote against the motion. <br />Commissioner Mynatt withdrew her original motion. Commissioner Mynatt <br />then MOVED to follow the advice of Patrice Roesler with the N.C. Association <br />of County Commissioners to contact an uninterested outside party to at least <br />have a conference call with this Board to give the Board some direction on <br />how to get comfortable with the figures. <br />Commissioner Privette seconded the motion. <br />There was further discussion. <br />The MOTION failed with Commissioners Mynatt and Privette voting for and <br />Chairman Carruth, Vice Chairman Juba and Commissioner White voting against. <br />Adjourn <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner White and <br />unanimously carried, the Board adjourned the meeting at 8:37 p.m. <br />
