September 17, 2007 (Regular Meeting) Page 546 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, September 17, 2007, <br />at 6:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman Carruth called the meeting to order at 6:31 p.m. and led the <br />Pledge of Allegiance. <br />Reverend Lynn Watts Cash of Kerr Street Onited Methodist Church gave <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the minutes of May 7, 2007 (Work <br />Session), May 21, 2007 (Regular Meeting), and May 22, 2007 (Recessed Meeting) <br />as written. <br />(H) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the Agenda with the following <br />changes: Additions - Appointment Item H-8 (Centralina Workforce Development <br />Board (CWDB); and Closed Session Item L-2 (Closed Session to Discuss Matters <br />Relating to the Location or Expansion of Industries or Other Business in the <br />Area Served by the Public Body as Authorized by N.C.G.S. 193-318.11(a)(9). <br />Deletion: New Business Item G-6 (Presentation of an Industrial Development <br />Incentive Grant Request for Speedway Motorsports, Inc. and Scheduling of a <br />Public Hearing - (Removed at the request of the Economic Development <br />Corporation.) Supplemental Information: New Business Item G-9 (Ware Bonsall <br />Architects - Amendment No. 11 and Item G-8 (Projects Funded By Tax Increment <br />Financing (TI F) Bonds. <br />(C) RECOGNITION3 AND PRESENTATIONS <br />2007 as N. <br />The Board recognized Dennis Testerman, Senior Resource Conservation <br />Specialist, who commented on past efforts to get the cleanup started many <br />years and the effectiveness of the program. After Vice Chairman Juba read <br />the resolution, designating Saturday, October 6, 2007 as N.C. Big Sweep <br />Watershed Cleanup Day, the Board approved the following resolution: <br />Resolution No. 2007-OB-A <br />A RESOLUTION OF THE BOARD OF COMMISSIONERS <br />OF CABARROS COUNTY <br />DECLARING OCTOBER 6, 2007 AS <br />CABARRUS COUNTY BIG SWEEP 2007 DAY <br />WHEREAS, Cabarrus County is rich in natural resources and beauty; and, <br />WHEREAS, water is a basic and essential need for all life; and, <br />WHEREAS, trash fouls our waterways as well as our landscapes; and, <br />WHEREAS, every citizen should contribute to keeping our environment <br />clean and healthy by working together to preserve clean water and the natural <br />beauty of our surroundings; and, - <br />WHEREAS, North Carolina Big Sweep is a statewide and global community <br />effort to retrieve trash from North Carolina's waterways and landscapes; <br />
