October 24, 2007 (Special Joint Meeting) Page 604 <br />Note: Commissioner Mynatt rejoined the meeting. <br />Joint Closed Session with Concord City Council <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to go into a joint Closed Session <br />with the Concord City Council to consider an award pursuant to North Carolina <br />General Statute X193-318.11(a)(2). <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner White and <br />unanimously carried, the Board moved to come out of Closed Session. <br />Resolution Requesting Speedway Boulevard be Renamed to Bruton Smith Boulevard <br />Vice Chairman Juba MOVED to adopt the following resolution requesting <br />the North Carolina Department of Transportation to rename Speedway Boulevard <br />to Bruton Smith Boulevard. Commissioner White seconded the motion. <br />Commissioner Privette expressed his hesitancy for naming roads, etc., <br />for people who are still among the living. <br />The MOTION carried with Chairman Carruth, Vice Chairman Juba and <br />Commissioners Mynatt and White voting for and Commissioner Privette voting <br />against. <br />Resolution No. 2007-26 <br />RESOLUTION PASSED BY THE CONCORD CITY COUNCIL <br />AND CABARRUS COUNTY COMMISSIONERS <br />WHEREAS, the City of Concord and Cabarrus County are requesting the <br />North Carolina Department of Transportation to rename Speedway Boulevard to <br />honor Mr. 0. Bruton Smith for his contributions to the City of Concord and <br />Cabarrus County; and <br />WHEREAS, Bruton Smith initially served our community through the <br />realization of a dream in building the original 1.5 mile super speedway in <br />Cabarrus County in 1959; and <br />WHEREAS, Mr. Smith worked diligently to regain control of the speedway <br />in 1975 and since then has been an .innovator in motorsports by building a <br />facility that has established the industry standard with thousands of <br />grandstand seats, luxury suites, food concessions, as well as Smith Tower, a <br />135,000-square-foot, seven story facility housing a gourmet restaurant <br />offering a scenic view of the tract and year-round condominiums located in <br />turn one of the track; and <br />WHEREAS, Mr. Smith created Speedway Motorsports, Inc. to expand his <br />motorsports holdings and now has facilities in Atlanta, Bristol, Sonoma, Las <br />Vegas and Fort Worth; and <br />WHEREAS, Mr. Smith has also contributed to the communities where he has <br />worked by founding the Speedway Children's Charities in 19'82, a non-profit <br />organization dedicated to ensuring that our special children have their needs <br />met regardless of illness, social environment, or disability; and <br />WHEREAS, Mr. Smith has been inducted into the International Motorsports <br />Hall of Fame, the North Carolina Business Hall of Fame in 2006 and by the <br />National Motorsports Press Association to the Stock Car Racing Hall of Fame <br />in 2006 to acknowledge his contributions in the racing industry; and <br />WHEREAS, it would be most appropriate for the thousands of citizens <br />that travel I-85 to Lowe's Motor Speedway to be reminded of Mr.. Smith and his <br />dedication to our community and the community of racing by the renaming of <br />Speedway Boulevard, and to further acknowledge this honor by hosting a <br />special ceremony for Mr. Smith by the community leaders and race fans <br />representing the City of Concord, Cabarrus County and the North Carolina <br />Department of Transportation; <br />NOW, THEREFORE BE IT RESOLVED that the City Council of the City of <br />Concord, North Carolina and the County Commissioners of Cabarrus County, <br />North Carolina do hereby jointly request that Speedway Boulevard from I-85 to <br />Lowe's Motor Speedway be renamed Bruton Smith Boulevard in recognition of his <br />many efforts and accomplishments. <br />Adopted this 29`" day of October, 2007. <br />
