November 19, 2007 (Regular Meeting) Page 613 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 19, 2007, <br />at 6:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace-Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman Carruth called the meeting to order at 6:31 p.m. <br />Junior Girl Scout Troop 3192 of First Presbyterian Church of Concord <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Carley Alexander, Miranda Cranford, Lauren Hunkele, Kaylah McManus, Jessica <br />Minton, Jordyn Minton, Chloe Phare s, Emma Prager and Emily Ze rona. <br />Chaplain Bernie Loos of the Cabarrus County Sheriff's Department gave <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board approved the minutes of July 2, 2007 (Work <br />Session); July 23, 2007 (Regular Meeting); August 6, 2007 (Work Session); <br />August 20, 2007 (Regular Meeting) and August 23, 2007 (Recessed Meeting) as <br />written. <br />APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda with the following <br />additions and supplemental information: <br />Additions: Recognitions and Presentations Item C-1 (Recognition of <br />Cabarrus Health Alliance on Being Selected to Administer a $6 Million Federal <br />Communications Commission Grant to Create a Broadband Health Care Computer <br />Network in the State; New Business Item G-7 (Communications & Outreach - <br />Capital Expenditure Grant for PEG Channel - $50,000.00; Closed Session Items <br />L-1 and L-2 (Closed Session to Consult with the Attorney to Preserve the <br />Attorney-Client Privilege to Discuss Threatened or Pending Litigation and to <br />Discuss Matters Relating to the Location or Expansion of Industries or Other <br />Businesses in the Area Served by the Public Body as Authorized by NCGS 193- <br />318.11(a)(3)(9). <br />Supplemental Information: Old Business Item E-1 (Tax Increment <br />Financing (TI F) - (Interlocal Agreement Between City of Kannapolis, NC and <br />Cabarrus County, NC and Resolution Approving Intergovernmental Agreement <br />Between the City of Kannapolis and the County; Authorizing the Execution and <br />Delivery of Related Documents in Connection Therewith; and Providing for <br />Certain Other Related Matters); Old Business Item E-2 (Ware Bonsall Contract <br />Amendment No. 11 (Letter from Lori Clay Maguire dated November 7, 2007); <br />Consent Item F-7 (Approval of Community Development Block Grant [CDBG] <br />Scattered Site Grant Package and Adoption of Project Ordinance - [Budget <br />Amendment - $900,000.00]); New Business Item G-1 (Text Amendment - Chapter 5, <br />District Development Standards - [Existing and Proposed Text]); New Business <br />Item G-7 (Communications and Outreach - Capital Expenditure Grant for PEG <br />Channel - $50,000.00 - [Background Information - Needs and Solutions]); and <br />Appointments Item H-2 (NC 3 Advisory Committee [Update on Citizen <br />Appointments]). <br />(C) RECOGNITIONS AND PRESENTATIONS <br />Grant to Create a <br />>uter Network in the State <br />Chairman Carruth announced Senator Richard Burr and Congressman Robin <br />Hayes awarded a $6 million Federal Communications Commission Grant to the <br />Cabarrus County Health Alliance.
