November 19, 2007 (Regular Meeting) Page 613 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, November 19, 2007, at 6:30 p.m. Present - Chairman: Robert W. Carruth Vice Chairman: Joni D. Juba Commissioners: Grace-Mynatt Coy C. Privette H. Jay White, Sr. Also present were John D. Day, County Manager; Richard M. Koch, County Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to the Board. Chairman Carruth called the meeting to order at 6:31 p.m. Junior Girl Scout Troop 3192 of First Presbyterian Church of Concord conducted the Flag Ceremony. Scouts participating in the ceremony were: Carley Alexander, Miranda Cranford, Lauren Hunkele, Kaylah McManus, Jessica Minton, Jordyn Minton, Chloe Phare s, Emma Prager and Emily Ze rona. Chaplain Bernie Loos of the Cabarrus County Sheriff's Department gave the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Privette, seconded by Commissioner White and unanimously carried, the Board approved the minutes of July 2, 2007 (Work Session); July 23, 2007 (Regular Meeting); August 6, 2007 (Work Session); August 20, 2007 (Regular Meeting) and August 23, 2007 (Recessed Meeting) as written. APPROVAL OF THE AGENDA UPON MOTION of Commissioner White, seconded by Commissioner Privette and unanimously carried, the Board approved the Agenda with the following additions and supplemental information: Additions: Recognitions and Presentations Item C-1 (Recognition of Cabarrus Health Alliance on Being Selected to Administer a $6 Million Federal Communications Commission Grant to Create a Broadband Health Care Computer Network in the State; New Business Item G-7 (Communications & Outreach - Capital Expenditure Grant for PEG Channel - $50,000.00; Closed Session Items L-1 and L-2 (Closed Session to Consult with the Attorney to Preserve the Attorney-Client Privilege to Discuss Threatened or Pending Litigation and to Discuss Matters Relating to the Location or Expansion of Industries or Other Businesses in the Area Served by the Public Body as Authorized by NCGS 193- 318.11(a)(3)(9).
