<br />January 23, 2006 - Regular Meeting <br /> <br />page <br /> <br />477 <br /> <br />These rules and procedures shall be enforced by the Chairman. <br />Failure to follow these rules and procedures may result removal <br />from the meeting. <br /> <br />There was brief discussion regarding the proposed policy, including the <br />number of persons who could address the Board in the 3D-minute time period, <br />reasons for including the prohibited topics and a person's constitutional <br />right to speak to the Board. <br /> <br />Chairman Carruth asked the Board to review the policy for consideration <br />at the next meeting. <br /> <br />(G-9) Resolution on Illegal Immigration <br /> <br />commissioner Privette referred to a recent article in THE CHARLOTTE <br />OBSERVER regarding immigrants and said there were about 100,000 illegal <br />immigrants in this general area. He commented on federal mandates regarding <br />education and public assistance along the federal law stating it is illegal <br />to hire illegal immigrants. Also, Commissioner Privette stated the proposed <br />Resolution, which was first presented on December 19, 2005, was basically a <br />Resolution asking the County Manager and County Attorney to come back to the <br />Board with information as to what Cabarrus County can do to prevent using <br />local funds for illegal immigrants and to require assurances that there were <br />no illegal immigrants on the job for any contract issued by the County. <br /> <br /> <br />Commissioner <br />Illegal Immigration. <br /> <br />Privette moved to adopt the following Resolution <br />Commissioner Freeman seconded the motion. <br /> <br />on <br /> <br />A RESOLUTION ON ILLEGAL IMMIGRATION <br /> <br />WHEREAS, the united States is a nation of immigrants that has <br />encouraged immigrants lawfully seeking a better life, and this <br />nation has constructed laws and policies to make sure people of <br />all nationalities can legally enter our country and eventually <br />claim citizenship; <br /> <br />WHEREAS, it is now estimated that our <br />immigration population may be as high as 20 <br />with at least 500,000 new illegal aliens <br />borders every year or 42,000 a month; <br /> <br />nation's illegal <br />million individuals <br />pouring across our <br /> <br />WHEREAS, the social expenses of illegal immigration for health <br />care, education, and law enforcement are occurring at the rate <br />of$30 billion a year according to a recent economic study of the <br />impact of illegal immigration; <br /> <br />WHEREAS, a recent WALL STREET JOURNAL <br />months ending this July 24, 2005, <br />Arizona, arrested 375,000 illegals, <br />criminal records and dozens more came <br />countries such as Iraq and Yemen; <br /> <br />article notes, II In the ten <br />border agents in Tucson, <br />and more than 28,000 had <br />from potentially worrisome <br /> <br />WHEREAS, wi th <br />rising cost <br />immigrants; <br /> <br />the ever-present threat of terrorism and the ever- <br />of providing government services to illegal <br /> <br />BE IT THEREFORE RESOLVED that the Cabarrus County Board of <br />Commissioners do hereby: <br /> <br />1. Direct the County Manager to implement to the fullest extent <br />those provisions of PERSONAL RESPONSIBILITY AND WORK OPPORTUNITY <br />RECONCILIATION ACT OF 1996 (PRWORA) permitting agencies <br />administering state and local benefits to deny such benefits to <br />illegal aliens and to participate in the SYSTEMATIC ALIEN <br />VERIFICATION FOR ENTITLEMENTS (SAVE) system for determining legal <br />immigration status for benefit eligibility purposals, and to <br />report to the board any previous efforts to implement this law <br />and results of the same. <br /> <br />2. To direct the County Attorney to identify and research the <br />permissibility of policy reforms to enhance the enforcement of <br />immigration laws in Cabarrus County, reporting the results of <br />such analysis to the Board in 60 days with special attention to <br />the following: <br />
