Black and Dr. James R. Haviland <br />on the Industrial Facilities and Pollution control Financing Authority ended <br />on January 10/ 2006. Mr. Black had served one six-year term and Dr. Haviland <br />had served two six-year terms or 12 consecutive years. The Authority meets <br />only as needed and there has not been a meeting in the last several years. <br /> <br />UPON MOTION of Chairman Carruth, seconded by Commissioner Freeman and <br />unanimously carried, the Board reappointed David C. Black and Dr. James R. <br />Haviland to the Industrial Facilities and Pollution Control Financing <br />Authority for terms of six years ending January 10, 2012. <br /> <br />(H-2) Agricultural Advisory Committee <br /> <br />The Board adopted the Voluntary (and Enhanced Voluntary) Agricultural <br />District Ordinance on November 21, 2005. This Ordinance called for the <br />appointment of an advisory board of seven members. Deborah G. Bost, County <br />Extension Director, submitted a slate of nominees that had been developed <br />with input from Soil and Water, St. John's Grange, Farm Service Agency Board, <br />Farm Bureau and cooperative Extension. <br /> <br />UPON MOTION of Chairman Carruth, seconded by Commissioner Privette and <br />unanimously carried, the Board approved the following appointments to the <br />Agriculture Advisory committee with terms to end on January 31 of the years <br />2007, 2008 and 2009: Three-Year Terms - Vicky Porter and Randy Fisher; Two- <br />Year Terms - Jerry Pless, Louis Suther and Marvin Bost; and One-Year Term - <br />Ned Hudson and Larry Taylor. <br /> <br />(I) REPORTS <br /> <br /> <br />(I-l) Pre-Trial Release Program <br /> <br />commissioner <br />attendance at the <br />Raleigh on January <br /> <br />Privette presented the <br />North Carolina Pre-trial <br />19 and 20, 2006. <br /> <br />following report from his <br />Services Association meeting in <br /> <br />I want to thank members of this board for allowing me to attend <br />this event. I wish to give you a review of what other counties <br />are doing to address jail over-crowding and provide public safety <br />to its citizens. <br /> <br />One of the interesting characteristics of the meeting is the <br />variety of pre-trial programs throughout the state. Some are <br />administered by the Sheriff's Department; some by the county <br />manager; and some by the Criminal Justice Partnership Program. <br /> <br />One of the most popular pre-trial services is Electronic House <br />Arrest. The state has utilized Electronic House Arrest for more <br />than a decade for those convicted of a crime. Now, it is being <br />used for those awaiting trial who are not able to secure bail. <br />Testimony was given that house arrest provides better <br />surveillance than those on bail. If they are on house arrest, law <br />enforcement officers know where the defendants are in comparison <br />of those on bail who could be anywhere. <br /> <br />Some of the Electronic House Arrest Programs that were discussed: <br /> <br />Cabarrus population: 131,983. <br /> <br />1. Randolph County (Population 130,454) where 25 are currently on <br />House Arrest. The coordinator of the program stated that <br />
