<br />January 23, 2006 - Regular Meeting <br /> <br />Page <br /> <br />467 <br /> <br />Kathleen Rothwell and Chelsea King, sophomores at Concord High School, <br />reported on their participation in a Civics Class debate regarding the jail <br />issue. Miss Rothwell commented on the magnitude and size of the jail and <br />expressed concern that the petitions with over 1,000 signatures were being <br />ignored. Miss King stated she was a founding member of Youth for a Better <br />Concord (YBC) and had participated in handing out fliers and petitions, <br />making posters, hosting an informational meeting and helping with the <br />children's banner in opposition to the jail. She asked the Board to think <br />about the future and consider the thoughts of those in opposition to the <br />jail. <br /> <br />Marlynn Burns reported there was a public notice in THE INDEPENDENT <br />TRIBUNE for a rezoning hearing by the City of Kannapolis regarding the <br />Wellington Chase subdivision in the Odell area. She said the notice stated <br />the rezoning would result in an overall density of three single family <br />residential units per acre. She stated it was her understanding that the <br />Wellington Chase settlement approved by the Board provided for two units per <br />acre with no occupancy of any home before January 1, 2007. Ms. Burns <br />questioned the legal status of that settlement. <br /> <br />Alyssia Thaddeus, an elementary school student, stated she did not want <br />such a big jail downtown because she was afraid someone would escape and come <br />to her house. Also, she said she did not want to walk by such a big jail with <br />her friends and she did not want the County to move the historic pink and <br />green houses. Finally she stated she helped make the children's banner that <br />was displayed during the meeting. <br /> <br />Carl Tyson addressed the Board regarding a number of issues and invited <br />the Board to contact him if there were any questions. He commented on recent <br />negative press, the conduct of some Board members and a perceived conflict of <br />interest. He directed comments to Vice Chairman Juba and asked that she <br />address the matter and set it right for the benefit of the County. Mr. Tyson <br />stated the Board must vote on a Code of Ethics at this meeting and said there <br />was a rumor regarding the employment of Chairman Carruth's son at Juba <br />Aluminum. Finally, he asked the Board to have all meetings in the <br />Commissioners Meeting Room and not in the Multipurpose Room, at Camp Spencer <br />or other places. <br /> <br />Justin Thibault spoke in support of the proposal to locate the Odell <br />replacement facilities at the Cox Mill Elementary School site. He commented <br />on the need for new facilities for recreation as well as education in <br />Cabarrus County. Also, he commended the Parks and Recreation staff in putting <br />together the replacement proposal and thanked Commissioner Freeman for his <br />prior words of support for the project. Finally, Mr. Thibault reported that <br />there would be a process to re-evaluate the Livable Community Blueprint that <br />was prepared in the 1990's. <br /> <br />There was no one else who wished to address the Board, and Chairman <br />Carruth closed that portion of the meeting at 7:10 p.m. <br /> <br />(E) OLD BUS~NESS <br /> <br />(E-l) Alternatives for the Creation of a Historic Commission <br /> <br /> <br />Susie Zakraisek, Senior Planner, gave a powerPoint presentation <br />regarding alternatives for the creation of a historic commission. She <br />reviewed the enabling legislation for counties or municipalities to establish <br />historic preservation commissions and outlined the process for designating <br />historic districts or landmarks, including a required surveyor inventory. <br />Also, Ms. Zakraisek discussed the various types of commissions and the <br />benefits of National Register status, Local Designation or Landmark status. <br />Finally, she reviewed the commissions in place in Mecklenburg and Gaston <br />counties and outlined the following options for consideration by the Board: <br /> <br />. Establish Historic Preservation Commission for Cabarrus County; <br />. Establish Landmark Commission; <br />. Establish District Commission; <br />. Establish no formal commission and encourage individuals to <br />pursue National Register status on their own if they wish to <br />take advantage of available tax credits; or <br />. Encourage municipalities to update their surveys or to establish <br />historic commissions. <br /> <br />Ms. Zakraisek responded to a number of questions by the Board, <br />including State and Federal income tax credits, permitted uses in a historic <br />
