February 6, 2006 - Work Session Page 488 The Board of Commissioners for the County of Cabarrus met for an Agenda Work Session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, February 6, 2006, at 3:30 p.m. Present - Chairman: Robert W. Carruth Commissioners: Robert M. Freeman Coy C. Privette Absent - Vice Chairman: Commissioners: Joni D. Juba Carolyn B. Carpenter Also present were Mike Downs, Deputy County Manager; Pam Dubois, Deputy County Manager; Richard Koch, Acting County Attorney; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, Deputy Clerk to the Board. Chairman Carruth called the meeting to order at 3:35 p.m. He reported that Vice Chairman Juha and John Day I County Manager, were attending an Emerging Issues Forum in Raleigh and Commissioner Carpenter was expected to arrive later in the meeting. Commissioner Privette gave the invocation. Cabarrus County Schools 15-Year Capital Plan Chairman Carruth reported he had been asked to sign a certification verifying the Facility Needs Survey for Cabarrus County Schools to be submitted to the Department of Public Instruction, but was not comfortable signing the form without the Board's consent. He asked Jim Arnendum, Assistant superintendent with Cabarrus County Schools, to provide an update on the Schools 15-Year Facilities Plan. Mr. Amendum presented an overview of the 15-Year Facilities Plan (revised July 2005) and the N. C. Public School Facility Survey. The following items were included in the review: Project List including number of seats created; Construction Timelinei Capacity VB. Enrollment; Cohort Projection Formula; Projected Final Average Daily Membership; subdivision Analysis; Students Generated from Subdivisions; and School Core Capacity. The projected costs for the facilities listed on the Summary totaled $347 million; however, Mr. Amendum stated this number was subject to change. He also reviewed the critical land needs from 2008 through 2011 and stated the need to begin looking for land for all projects. Mr. Amendum responded construction projects and the elementary schools. to questions about the status of ongoing reduction in capacity from 1,000 to 700 for new By consensus I the Board authorized Chairman Carruth to execute the Facility Needs Survey Certification for Cabarrus County Schools. Juvenile Crime Prevention Council (JCPC) Gang Grant Application Jim Amendum, JCPC Board Member, presented a proposed JCPC Grant to Prevent Gang Violence Application for submission to the Department of Juvenile Justice and Delinquency Prevention. The grant request is for the creation of a project Coordinator position to create a community coalition that works to prevent, intervene and suppress gang affiliations and resultant crime. He reported the $50,000.00 grant requires a cash match of $8,887.00 by the County and a 25 percent in-kind match of $6,720.00. The deadline for submission of the grant is February 17. The Board agreed by consensus to consider the JCPC Gang Grant Application request at its recessed meeting on February 9. Request Proposed for Building Modifications Furr/Boger Elementary Schools (Enlargement of Gymnasium) for the Steve Little, Parks and Recreation Director, presented a request to enlarge the gymnasiums for the Carl Furr and Charles E. Boger Elementary Schools to allow for safe and adequate play for youth basketball programs. He reported the gymnasiums are inadequately sized and the proposed change would increase the gym playing floor from 66 feet to 80-84 feet. (Note: The National Standard is 84 feet.) He estimated the redesign and construction of the gymnasium expansions to range in cost from $75,000.00 to $125,000.00 per school.
