<br />February 9, 2006 - Recessed Meeting <br /> <br />Page <br /> <br />494 <br /> <br />Alex Porter, representative of Citizens for a Better Concord and member <br />of the Review Committee, expressed concern that the committee was meeting <br />only once a week. <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved Amendment No. 7 to the Ware <br />Bonsall Architects Contract for facilitation services and authorized the <br />appropriate budget revision transferring funds from the Capital Reserve Fund <br />to the Law Enforcement Construction Fund. <br /> <br />Extension of the Purchase and Sale Agreement with Allen Craven LLC for the <br />former Cabarrus Bank/First Union Building <br /> <br />John Day, County Manager, reported that Allen Craven had requested an <br />extension of the Due Diligence and Closing dates as set forth in the Purchase <br />and Sale Agreement (First Amendment) for the former Cabarrus Bank/First Union <br />Building. He stated that Wachovia, which currently leases space in the <br />facility, is working on plans for consolidation of its local offices. <br /> <br />Commissioner Carpenter asked to be recused from voting due to her <br />employment with Wachovia Bank. <br /> <br />There were no objections, and Chairman Carruth stated that Commissioner <br />Carpenter was recused from voting. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette <br />with Commissioners Freeman and Privette, Vice Chairman Juba and Chairman <br />Carruth voting for and Commissioner Carpenter abstaining, the Board approved <br />a Second Amendment to the Purchase and Sale Agreement between Cabarrus County <br />and Allen Craven, LLC, for the former Cabarrus Bank/First Union Building. The <br />Amendment amended the original Agreement to define the Final Closing Date as <br />being 300 days after the Effective Date and the Due Diligence Date as being <br />270 days from the Effective Date. <br /> <br />Establishing the Date for a Board Retreat <br /> <br />John Day, County Manager, reported the Board was scheduled to conduct <br />County Attorney interviews on March 11 and to hold a Retreat on March 18. He <br />asked that the dates be reversed and the Retreat be held on March 11. <br /> <br />The Board agreed by consensus to schedule a Retreat on March 11, 2006, <br />from 9:00 a.m. to 3:00 p.m. in the Multipurpose Room at the Governmental <br />Center. The interviews for the County Attorney position will be scheduled on <br />March 18 to begin at 8:00 a.m. in the Multipurpose Room. <br /> <br />NCACC Human Resources Steering Committee Medicaid/Sales Tax Swap <br /> <br />John Day, County Manager, reported that he was scheduled to attend a <br />meeting of the N. C. Association of County Commissioners Human Resources <br />Steering Committee during the next week regarding a Medicaid relief proposal. <br />He reported that a proposal by Senator Tony Rand calls for the counties to <br />give up one cent of their sales tax authority to the State in exchange for <br />the State assuming responsibility for the Medicaid costs. In addition, the <br />General Assembly would grant the counties the authority to enact an <br />additional one cent sales tax to replace the lost revenue. Mr. Day asked the <br />Board's guidance in regards to the proposal. <br /> <br />There was no support for the proposed Medicaid/sales tax swap. <br /> <br />Chairman Carruth recessed the meeting at 6:05 p.m. <br /> <br />Joint Meeting with the Midland Town Council to Discuss the Former Bethel <br />Elementary School <br /> <br />Chairman Carruth reconvened the meeting in the school cafeteria at 6:10 <br />p.m. for a joint meeting with the Midland Town Council. <br /> <br />The following officials from the Town of Midland were present for the <br />meeting: Mayor John Crumpi Mayor Pro-Tem Darrell pagej Council Members Allen <br />Burnette, Kathy Kitts and Chip Furr; Town Attorney Michael Burgner; and Town <br />Clerk Nancy Boyden. <br /> <br />Pastor Mark Clontz of the Bethel United Methodist Church gave the <br />invocation. <br />
