<br />February 27, 2006 - Recessed Meeting <br /> <br />Page <br /> <br />519 <br /> <br />Sewer Line Easement at Concord Middle School <br /> <br />At the meeting on February 20, the Board deferred consideration of a <br />request by a developer for a sewer line easement across County property at <br />the Irvin Elementary and Concord Middle School. This easement will be used to <br />provide sewer service to the new Pleasant Oaks Subdivision on NC 73. <br /> <br />Jonathan Marshall, Commerce Director, reviewed a letter from Brian <br />Hiatt, Concord City Manager, regarding the transfer of the easement from the <br />County to the City of Concord. In his letter, Mr. Hiatt outlined the benefits <br />to the City if the developer is allowed to install the gravity sewer main to <br />serve the new development and take an existing pump station out of service. <br /> <br />Liz poole, County School Board Chair, stated it had been the School <br />Board's policy not to transfer rights-of-way to developers. She said the <br />School Board would have approved the original easement request if the request <br />had come from the City and not the private developer. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the transfer of the <br />sewer line easement across County property at Irvin Elementary and Concord <br />Middle School to the City of Concord with execution of the Easement Agreement <br />by the County Manager. Further, the Board approved the required budget <br />amendment to transfer $5,000.00 for the easement to Cabarrus County Schools <br />for use by Concord Middle and Irvin Elementary. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF COMMERCE <br />AMOUNT: $5,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Kiser Development Company is <br />way across property owned by Cabarrus County. <br />owned by the City of Concord. Vice Chairman Juba agreed <br />to record the minutes. <br /> <br />UPON MOTION of Commissioner Juba, seconded by Commissioner Carpenter <br />and unanimously carried, the Board moved to come out of Closed Session. <br /> <br />Salary Increase - County Manager <br /> <br />UPON MOTJ:ON of Vice Chairman Juba, seconded by Commissioner Carpenter <br />wi th Commissioner Carpenter I vice Chairman Juba and Chairman Carruth voting <br />for and Commissioners Freeman and Privette voting against I the Board granted <br />the County Manager a three percent (3%) merit salary increase retroactive to <br />July 21, 2005. <br /> <br />Recess of Meeting <br /> <br />There being no <br />Carruth recessed the <br />Saturday, March 11, <br />Center. <br /> <br />further business to come before the Board, Chairman <br />meeting at approximately 9:25 p.m. until 9:00 a.m. on <br />2006, in the Multipurpose Room at the Governmental <br /> <br />j~ J. ~ <br /> <br />Clerk to the Board <br />
