March 13, 2006 - Agenda Work Session Page 524 The Board of Commissioners for the County of Cabarrus met for an Agenda Work Session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, March 13, 2006, at 3:30 p.m. Present - Chairman: Robert Vice Chairman: Commissioners: W. Carruth Joni D. Juba Carolyn B. Carpenter Robert M. Freeman Coy C. Privette Also present were John County Attorney i Frankie F. Deputy Clerk to the Board. D. Day, Bonds, County Manageri Richard M. Koch, Acting Clerk to the Board; and Kay Honeycutt, Chairman Carruth called the meeting to order at 3:36 p.m. Commissioner Freeman gave the invocation. Public School Additional Capital and Operating Request Gene Jordan, Finance Director for Cabarrus County Schools, presented a request for an additional $677,000.00 in local funding to accommodate 524 additional students at the per-pupil funding level of $1,292.01 for each student. He reported the number of additional students was well over the State's projection and was not factored into the School's original budget request. Mr. Jordan presented the following summary of budget operational needs: Additional Allowance - Bus Fuel Additional Allowance - Charter Schools Additional Allowance - BUS Drivers & Transportation Expense Allowance - City of Concord Storm Water Fee Funding - Two Additional Buses Total Operational Needs $349,000.00 $ 92,000.00 $115,000.00 $ 45,000.00 $120,000.00 $721,000.00 Mr. Jordan responded to a variety of questions concerning: the State's past and future student population estimates; the number of times the State's estimation has been off by such a large amounti lead time for purchasing new school busesi doubling bus routesi increase in fuel pricesi etc. UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board voted to place the Public School Additional Capital and Operating Fund request on the March 20, 2006 Agenda as a New Business item. John Day, County Manager, distributed a similar funding request by Kannapolis City schools totaling $127,910.00 for 99 additional students. He reported the Kannapolis School Board and staff members were on a retreat and could not attend the Work Session. General Obligation School Bond Projects County School Board Chair Liz Poole presented the following request for additional funds totaling $10,070,302.00 to complete school construction projects included in the 2004 bond referendum. School Odell Elementary Furr Elementary Boger Elementary Northwest Cabarrus High School Hickory Ridge High School Trane Prepay Discount Total variance $ 871,839.00 $ 2,616,114.00 $ 2,597,143.00 $ 305,000.00 $ 3,812,206.00 ($132,000.00) $10,070,302.00 Ms. Poole reported the cost to enlarge the gymnasiums and Boger Elementary Schools was estimated at $300,814.00. previously approved these improvements as requested by the Parks and Recreation Department. at the new Furr The Board had Cabarrus County Finally, Ms. Poole listed the following projects totaling $1,149,722.00 that were not included in the original bond referendum: J. M. Robinson High School $1,129,722.00 (tennis courts and field house); C. C. Griffin $10,000.00 (finish concession building); and Harris Road Middle School $10,000.00 (finish concession building).
