<br />March 20, 2006 - Regular Meeting <br /> <br />Page <br /> <br />541 <br /> <br />Debbie Bost, County Extension Director, reported there were 11 such <br />applications for the Commissioners. consideration and that these applications <br />have been recommended for approval by the Agricultural Advisory Board. <br /> <br />Ms. Bost explained the difference between the Voluntary and the <br />Enhanced Voluntary Agricultural Districts and responded to questions <br />regarding the percentage of participation in the two types of districts. She <br />reported the Advisory Board had received 79 applications totaling <br />approximately 6,000 acres. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the following <br />applications for inclusion in the Cabarrus County Voluntary Agricultural <br />Districts as recommended by the Agricultural Advisory Board: <br /> <br />Application # Property Owner Type <br />2006-053 Haskel & Linda Troutman Voluntary <br />2006-062 Charles M. Barbee Voluntary <br /> <br />(G-5) Cabarrus County and Kannapolis City Schools - Public School Additional <br />Capital and Operating Requests <br /> <br />John Day, County Manager, reviewed the request from Cabarrus County <br />Schools (CCS) and Kannapolis City Schools (KCS) for additional capital and <br />operational funding due to an increase in the number of students (524 CCS <br />students and 99 KCS students) for FY 2006. Cabarrus County Schools requested <br />$677,000.00 and the Kannapolis City Schools requested $127,910.00. The <br />additional funding would be used to cover increased costs for such things as <br />bus fuel, charter schools, bus drivers and transportation expenses, <br />utilities, City of Concord Storm Water fee, and funding for two additional <br />school buses (County Schools) . <br /> <br />Mr. Day reported there were two sources to fund these requests: the <br />County's fund balance and the Schools' fund balances. He explained the Local <br />Government Commission does not recommend a minimum level for school system <br />fund balances, as it does for cities and counties (8%). School systems <br />receive 1/12 of their funding at the beginning of each month, thus <br />eliminating the need for carrying significant fund balances. Mr. Day <br />recommended that the school systems use their fund balances to meet <br />additional needs they might have this year. Kannapolis has a fund balance of <br />15 percent and Cabarrus has 7 percent. <br /> <br />County School Board Chair Liz Poole expressed appreciation to Mr. Day <br />for the advance notification of his funding recommendation. She commented on <br />the increase in students and diesel prices and on the need to have and <br />maintain a savings account (fund balance). Stating she understood Mr. Day's <br />recommendation, Ms. Poole requested that the County provide the capital <br />funding for two additional school buses in the amount of $65,500.00 each or <br />$131,000.00. <br /> <br />At the request of Chairman Carruth, Ms. Poole reported <br />and status of the school buses parked at the school bus <br />explained the State's process for retiring and replacing school <br /> <br />on the <br />garage. <br />buses. <br /> <br />number <br />She <br /> <br />There was a general discussion on the following funding-related issues: <br />other local governments do not make mid-year funding appropriations; the <br />improbability of receiving additional monies from the N. C.
