<br />April 3, 2006 - Agenda Work Session <br /> <br />Page <br /> <br />554 <br /> <br />Mr. Browder and County staff responded to a variety of questions <br />concerning the prescribing of medication, referrals to specialists, possible <br />involvement of the Cabarrus Health Alliance and trend avoidance. <br /> <br />John Day, County Manager, reported staff was looking at several <br />potential locations and would proceed with issuing a Request for Proposals <br />(RFP) for operation of the EHC. He stated the EHC would reduce tax dollars <br />spent on health insurance and will improve the health care of Cabarrus County <br />employees. <br /> <br />Commissioner Freeman asked that the number of required medical <br />personnel be clarified in the RFP. <br /> <br />Recess of Meeting <br /> <br />At 4:58 p.m., the Board took a short break. <br /> <br />Chairman Carruth reconvened the meeting at 5:11 p.m. <br /> <br />Reconsideration of Industrial Incentive Grant - Bonitz Contracting Company, <br />Inc. <br /> <br />Jerry Saunders, Senior Executive with Cabarrus Economic Development <br />corporation (EDC) , asked the Board to waive the "Corporate Headquarters" <br />requirement for the incentive grant awarded to Bonitz Contracting Company in <br />May 2004. He said the Concord City Council waived the "Corporate <br />Headquarters" requirement in 2004, but the waiver request was not presented <br />to the Board of Commissioners at the time the grant was awarded. Mr. <br />Saunders reported the company had relocated a division to Cabarrus County and <br />invested $3 million in real estate and $270,000.00 in equipment. <br /> <br />John Day, County Manager, asked Richard M. Koch, Acting County <br />Attorney, if a public hearing would be required. <br /> <br />Mr. Koch reported a public hearing would be appropriate as a change to <br />the program guidelines was requested. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board agreed to schedule a public hearing to <br />consider a waiver of the corporate headquarters requirement for the incentive <br />grant for Bonitz Contracting Company, Inc., at 6:30 p.m. on April 17, 2006. <br /> <br />Industrial Incentive Grant - JHE Production Group, Inc. <br /> <br />Chairman Carruth reported a public hearing is scheduled for April 17, <br />2006 to consider an Industrial Incentive Grant request by JHE Production <br />Group, Inc. <br /> <br />Jerry Saunders, <br />outgrown its current <br />facility in Harrisburg. <br /> <br />Cabarrus EDC, <br />location in <br /> <br />reported JHE Product ion Group, Inc. <br />Concord and plans to construct a <br /> <br />has <br />new <br /> <br />Ryan McDaniels, Director of Cabarrus EDC, stated the new facility would <br />be the headquarters for JHE. <br /> <br />There was a brief discussion on encouraging existing businesses to <br />apply for incentive grants and the revolving loan programs available in some <br />jurisdictions. <br /> <br />Mr. Saunders responded to questions concerning the availability of <br />grant and loan programs for entrepreneurs. He said there were a variety of <br />programs with different levels of participation. Mr. Saunders stated his <br />availability to research the topic further. <br /> <br />Resolution <br />Stanly, Rowan <br /> <br />Directing Resolution <br />and Cabarrus Counties <br /> <br />of <br /> <br />Uncertain <br /> <br />Boundary <br /> <br />Between <br /> <br />Union, <br /> <br />Brent Weisner, Tax Administrator, presented a resolution requesting the <br />North Carolina Geodetic Survey (NCGS) to aid Cabarrus County in establishing <br />the boundary lines with Union, Stanly and Rowan Counties in accordance with <br />GS 153A-18. The lines with Iredell and Mecklenburg have been established and <br />the NCGS can now complete the lines with Stanly, Rowan and Union counties. <br />The County must submit a new request to NCGS due to the amount of time since <br />the original request. Further, Mr. Weisner requested Ted Cisine, Land Records <br />Manager, be appointed as the Special Boundary Commissioner for Cabarrus <br />
