<br />April 3, 2006 - Agenda Work Session <br /> <br />Page <br /> <br />556 <br /> <br />John Day, County Manager, stated the Banking Services Contract ends on <br />June 30, 2006. <br /> <br />Pam Dubois, Deputy County Manager, reported 10 banks were solicited for <br />bids and seven proposals were received. She said the due diligence work was <br />being completed and a recommendation for the award of the contract would be <br />made at the April 17th meeting. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board voted to place the banking <br />services contract award on the Agenda for the April 17, 2006 meeting. <br /> <br />Mission Statement <br /> <br />John Day, County Manager, reported a copy of the potential mission <br />statements and core values were distributed bye-mail and that a hard copy <br />was available if needed. He asked Board Members to think about how they <br />would like to proceed to the next step. <br /> <br />It was generally agreed that the Board would discuss this matter at its <br />May Work Session. <br /> <br />Illegal Immigration Committee Proposal <br /> <br />John Day, County Manager, reported the cross-cutting issues study group <br />plans to meet on April 10, 2006, and will be asked to consider making a <br />recommendation on committee members to study illegal immigration issues. <br /> <br />Commissioner Privette commented that Charlotte Mayor Pat McCrory <br />assembled a committee in one month and Cabarrus County has been working on it <br />for three months and done nothing. <br /> <br />Mr. Day pointed out that Mayor McCrory did not have to work through a <br />study group, but assembled the group on his own. <br /> <br />Town Hall Cabarrus - Public Comment Proposal <br /> <br />Chairman Carruth reported the public comment period would continue in <br />its current format. He stated no action was requested on the "Town Hall <br />Cabarrus" proposal at this time. <br /> <br />Renewal Per.mits - School Bus Drivers <br /> <br />Commissioner Carpenter commented on a March 30th e-mail from George <br />Douglas, Transportation Director for Cabarrus County Schools, regarding an <br />increase in the commercial driver's license fees and how it would impact <br />school bus drivers. She requested a letter be drafted to the local <br />legislators in support of legislation that would give relief for renewal fees <br />for school bus drivers. <br /> <br />There was <br />on this issue <br />legislation. <br /> <br />a brief discussion on working jointly with the school boards <br />and asking local representatives to support the proposed <br /> <br />John Day, County Manager, suggested the Clerk contact both school <br />boards and prepare a joint resolution for consideration by the three boards. <br /> <br />Request for New Legislation to Notify Parents with Joint Custody Rights of an <br />Investigation by the Department of Social Services (DSS) <br /> <br />Commissioner Carpenter cited a recent child abuse fatality in Cabarrus <br />County and reported DSS is not required by law to notify a biological parent <br />of an investigation. She stated the need for legislation that would require <br />a biological parent with joint parental custody rights to be notified of a <br />DSS investigation. <br /> <br />vice Chairman Juba, member of the Social Services Board, stated <br />Commissioner Carpenter's request was valid. However, she reported there were <br />extenuating circumstances in that particular case and suggested Commissioner <br />Carpenter discuss the matter with the Social Services Director. <br /> <br />Harrisburg Volunteer Fire Department <br /> <br />commissioner Carpenter questioned the <br />Volunteer Fire Department becoming a city <br /> <br />status of the Harrisburg <br />department.
