<br />April ~7, 2006 - Regular Meeting <br /> <br />Page <br /> <br />561 <br /> <br />necessary general locations for the purpose of activities necessary for daily <br />living. <br /> <br />WHEREAS, CCTS provided over 116,000 trips and traveled over one million <br />miles within Cabarrus County enabling all eligible citizens to improve and <br />enhance their quality of life and promote an independent lifestyle that <br />allows individuals to remain in their homes. <br /> <br />WHEREAS, CCTS has placed a strong emphasis on training in the areas of <br />Defensive Driving, First Aid, Pathogens and CPR which provides well trained <br />county employees. <br /> <br />WHEREAS, CCTS has always focused on safety as their number one goal, <br />with this past year efforts I were rewarded with a cost savings to the <br />citizens of Cabarrus County in a reduction in the cost of insurance for their <br />fleet of vehicles. <br /> <br />WHEREAS, CCTS promotes a sprit of teamwork, communication and <br />accountability among its staff and has as their core principles; Integrity, <br />Honesty and Respect which are meaningful to all members of the department as <br />they perform their daily duties. <br /> <br />NOW, THEREFORE, the Cabarrus County Board of Commissioners hereby <br />congratulates CCTS for their efforts in meeting the transportation needs of <br />the community, encourages them in their continuing efforts to provide quality <br />service and applauds their dedication to safety as their number one goal. <br /> <br />This the 17th day of April 2006. <br />/s/ Robert W. Carruth, Chairman <br />Cabarrus County Board of Commissioners <br /> <br />Mr. Bass thanked the Board for the recognition and praised the <br />Transportation "team" for their hard work and dedication. <br /> <br />(D) INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Carruth opened the meeting for Informal Public Comments at <br />7:11 p.m. He stated each speaker would be limited to three minutes. He <br />reported citizens may also address the Board beginning at 6:30 p.m. during <br />the Agenda Work Sessions that are held on the first Monday of each month. <br /> <br />Fred Wally of Mooresville Road in Davidson distributed a document <br />pertaining to an annexation of four acres of property on Bradford Road by the <br />City of Kannapolis in November 2005. He reported the annexation was listed <br />as Uvoluntary contiguous" even though Lake Howell, which is owned by Cabarrus <br />County, separates the property from the existing Kannapolis city limits. He <br />stated the annexation did not meet the State's statutes for contiguous <br />annexation and asked the Board to direct the County legal staff to <br />investigate and act on this matter. <br /> <br />Commissioner Privette questioned the County Attorney on the County's <br />ownership of Lake Howell and whether the annexation of property on Bradford <br />Road was a contiguous annexation by the City. <br /> <br />Richard M. Koch, Acting County Attorney, reported he would research the <br />matter and report back to the Board at the next meeting. <br /> <br />Colin Nowlin of Davidson Road in Davidson reported several citizens <br />were not allowed to speak at a recent Planning and Zoning Commission meeting <br />because speaker's cards were "lost" or there was not enough time for everyone <br />to speak. He said everyone should have an opportunity to speak and, if there <br />is not enough time, the development process should be slowed down. <br /> <br />Richard Simone of Olde Cedar Court in Davidson thanked Board Members <br />for attending a recent meeting to hear their concerns. He also commented on <br />the proceedings of the Planning and Zoning Commission meeting of March 16. <br />Mr. Simone said Keith Wayne, the applicant, was given a great amount of time <br />to address the Commission even though some of the citizens that submitted <br />speaker's cards were not allowed to speak. In addition, he reported Mr. <br />Wayne was given an opportunity to make additional comments after the initial <br />motion. <br /> <br />Mike Wallace of Harrisburg complained members of the community were not <br />given an opportunity to speak at the March 16th meeting of the Planning and <br />
