<br />April 17, 2006 - Regular Meeting <br /> <br />Page <br /> <br />563 <br /> <br />The following needs were identified: a library, health services, town hall, <br />community park, senior center, satellite police station, etc. <br /> <br />Ms. Morrison outlined the following proposed scope of work for the five <br />buildings at the former school site: <br /> <br />. Building "A" - Stabilized for future renovations; <br />. Building "B" (gymnasium) - Renovated and used as a multipurpose space <br />for County services; <br />. Building "e" (classroom building) - Renovated for use as a library and <br />town hall; <br />. Buildings "D" and "E" (cafeteria and vocational building) - Demolished. <br /> <br />Ms. Morrison also addressed the following site improvements needed to <br />support the renovation of buildings A, Band C: storm water, sanitary sewer <br />service and asphalt repair. She requested the ball fields be converted to <br />open space with park features. Based on an estimated $3.5 to $4 million <br />project cost, she reported Yates Chreitzberg Hughes Architects (YCH) offered <br />to complete the schematic design phase at a cost of $55,000.00 and credit the <br />cost towards the final design contract. Ms. Morrison asked for approval of <br />the Yates proposal. <br /> <br />There was a brief discussion on the ownership of the school property, <br />the appraised value of the property and the sharing of design costs with the <br />Town of Midland. <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carpenter <br />and unanimously carried, the Board voted to table the discussion of the <br />Former Bethel School project until the May work session with staff to discuss <br />the property purchase issue with School officials. <br /> <br />(E-2) Proposed Illegal Immigration committee update <br /> <br />John Day, County Manager, reported the Cross Cutting Initiatives study <br />group met on April 10, 2006, but did not complete its Agenda. He said the <br />study group was aware of the Board's request concerning the appointment of an <br />illegal immigration committee and plans to meet again on April 25. He <br />speculated the study group would make recommendations concerning the proposed <br />committee at that meeting. <br /> <br />commissioner Privette commented on the ability of Charlotte Mayor Pat <br />McCroy to assemble a committee in three weeks whereas Cabarrus County has <br />accomplished nothing in three months. <br /> <br />Chairman Carruth commented on the membership of the Cross Cutting <br />Initiatives study group and the 1-9 or Employment Eligibility Verification <br />form that is completed by persons when they are hired by a company. <br /> <br />Vice Chairman Juba suggested the County <br />this issue can be addressed quickly. If not, <br />Vice Chairman prepare a recommendation of <br />Board's consideration. <br /> <br />Manager ask the study group if <br />she suggested the Chairman and <br />potential appointees for the <br /> <br />There was a general discussion on illegal immigration that included the <br />need to enforce the illegal immigration laws already on the books, the <br />possibility of local governments being reimbursed for funds spent on illegal <br />immigrants and the provision of emergency medical care services. <br /> <br />commissioner Carpenter stated she had not been present at the January <br />meeting when Commissioner Privette made a motion to adopt the resolution <br />regarding illegal immigration. <br /> <br />(F) CONSENT AGENDA <br /> <br />(F-l) Tax Refund and Release Reports - March 2006 <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board approved the March 2006 Release - <br />Refund Report as submitted by J.
