<br />May 15, 2006 - Regular Meeting <br /> <br />Page <br /> <br />607 <br /> <br />commissioner Carpenter offered an amendment to set aside $100,000.00 to <br />start a maintenance fund for the Arena and Events Center and to use the <br />remaining funds towards a debt service payment. <br /> <br />Chairman Carruth seconded Commissioner Carpenter's amendment. <br /> <br />Vice Chairman Juba pointed out that a $100,000.00 contribution would <br />not make a dent in the repair costs for a facility the size of the Arena. <br /> <br />The amendment failed with Chairman Carruth and Commissioner Carpenter <br />voting for and Vice Chairman Juba and Commissioners Freeman and Privette <br />voting against. <br /> <br />vice Chairman Juba offered an amendment to utilize Option NO.1. <br />Chairman Carruth seconded the amendment. <br /> <br />Chairman Carruth stated his intent to make an amendment to request that <br />the item be tabled for future discussion. <br /> <br />Vice Chairman Juba withdrew her amendment. <br /> <br />commissioner Privette stated Option No. 2 would demonstrate to the <br />citizens that the Board is trying to reduce the County's indebtedness. <br /> <br />Mr. Day explained that applying these funds towards a future debt <br />service payment will free up $483,508.00 in General Fund expenses for next <br />year. He stated this issue could be discussed during the upcoming budget <br />workshops. <br /> <br />Chairman Carruth suggested the establishment of a capital maintenance <br />and repair fund for the Cabarrus Arena and Events Center be discussed during <br />the upcoming budget workshops. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />with Chairman Carruth, and Commissioners Carpenter, Freeman and Privette <br />voting for and Vice Chairman Juba voting against, the Board chose Option 2 to <br />apply the $483,508.00 in the Arena Construction Fund towards a future debt <br />service payment and authorized staff to execute appropriate budget <br />amendment (s) . <br /> <br />(G-8) Review of Offer to Purchase Property Adjoining Lake Don T. Howell that <br />is Jointly Owned by Cabarrus County and the Water I< Sewer Authority of <br />Cabarrus County <br /> <br />Jonathan Marshall, Commerce Director, reported Wayne Motley has <br />submitted an offer in the amount of $574,000.00 to purchase 28 acres of land <br />at Lake Howell. The property is jointly owned by Cabarrus County and the <br />Water and Sewer Authority of Cabarrus County (WSACC) and was recently <br />appraised at approximately $1 million. He stated this property was <br />originally purchased to provide access to a land-locked parcel and to provide <br />additional buffers for the reservoir. In previous discussions with WSACC <br />staff, Mr. Marshall said they have indicated that, if a sale is considered, <br />some portion of the property should be retained for buffer and proceeds of <br />the sale designated for future land purchase around the reservoir as <br />identified in the Critical Needs Study. Finally, he reported the WSACC Board <br />will be considering the offer at its June meeting. <br /> <br />Coleman Keeter, Executive Director of WSACC, reported the property is <br />part of the critical area of the watershed, is very steep and drains directly <br />into the Lake. He explained how the critical area relates to preserving the <br />County's drinking water. <br /> <br />Bob Brooks, Real Estate Broker in Charge for Century 21 Cornerstone at <br />the Speedway, introduced the following persons who were present: Real Estate <br />Agent John Chaney; Contractor Stephen Hartsell; and the prospective buyers <br />Wayne Motley, Jr. and Wayne Motley, Sr. <br /> <br />Mr. Hartsell commented on the design aspects of the proposed <br />subdivision, erosion control methods to be utilized during construction, <br />average lot sizes for the well and septic community, landscape and vegetative <br />buffer requirements, water reclamation efforts, stormwater runoff, etc. <br /> <br />Chairman Carruth made a motion to table this item until the June <br />meeting in order to give the Water and Sewer Authority of Cabarrus County <br />time to review the offer. <br />
