<br />May 22/ 2006 - Recessed Meeting/Budget Work Session <br /> <br />Page <br /> <br />623 <br /> <br />Associate Producer for Channel 22 and Neighborhood Program Coordinator; <br />County Assessor - 3 Temporary Data Collectors to begin work on the 2009 <br />Revaluation; Street Sign Maintenance Sign Technician; Emergency Medical <br />Services - 6 EMT-paramedics for new station in the Hwy 73/0dell area; Parks <br />and Recreation - Part-time Park Ranger for Pharr Mill Road Park and the <br />conversion of a part-time Park Ranger position to full-time at Camp Spencer; <br />and Cabarrus County Fair Increase in hours for the Office Assistant <br />position. <br /> <br />There was brief discussion regarding the new Communications and <br />Outreach positions that will be funded with cable franchise fees and pending <br />legislation for the State to assume franchise authority. Mr. Day explained <br />the County would continue to receive franchise money if the legislation is <br />enacted. <br /> <br />Aimee Hawkins, <br />Associate Producer <br />Neighborhood Program <br /> <br />Public Information Officer, reviewed the need for the <br />position. She also outlined plans to establish a <br />that would provide personal contact in the communities. <br /> <br />Commissioner Freeman questioned the status of the 18 deputies that had <br />been hired for the Jail Annex. <br /> <br />Mike Downs, Deputy County Manager, reported that some of those deputies <br />are being used to transport prisoners; one is stationed at the Concord <br />Library and one at the Department of Social Services, etc. Also, he said <br />several of the Annex positions are vacant or have been reallocated. In the <br />recommended FY 2007 budget, two of the vacant positions are being <br />reclassified to provide for two Gang/Vice Narcotics Officers. <br /> <br />Budget Review Process <br /> <br />Due to the lateness of the hour, John Day, County Manager, suggested <br />the Board review the remainder of the budget document on Tuesday, May 23. <br /> <br />Chairman Carruth stated plans for the Board to review major funding <br />changes and the larger budgets rather than have each department head come to <br />a budget meeting. He asked Board members to go through the budget and to let <br />the County Manager know if there were any questions and/or if a department <br />head should be asked to come to a budget meeting to provide additional <br />information. <br /> <br />Commissioner Carpenter requested a line item budget for review. <br /> <br />Recess of Meeting <br /> <br />There being no further business to come before the Board, <br />Carruth recessed the meeting at 9:04 p.m. until Tuesday, May 23, <br />4:00 p.m. in the Multipurpose Room at the Governmental Center. <br /> <br />Chairman <br />2006, at <br /> <br />J~j.~ <br /> <br />Clerk to the Board <br />
