<br />June 5, 2006 - Agenda Work Session/Recessed Meeting <br /> <br />Page <br /> <br />633 <br /> <br />Pam Dubois, Deputy County Manager, presented a revised project <br />ordinance for the $98 Million General Obligation School Bonds. She said <br />Section 10 has been revised to give the County Manager authority to transfer <br />amounts between contingency funds only after the appropriate change orders <br />have been approved by the school boards. Section 10 (d) was removed as <br />commissioner approval of change orders is not applicable for General <br />Obligation Bonds. <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Freeman and <br />unanimously carried, the Board voted to place the Revised Project Ordinance <br />for the $98 Million General Obligation School Bonds on the June 19, 2006 <br />Agenda as a Consent item. <br /> <br />Increase in Tipping Fee Schedule at Landfill for Construction &: Demolition <br />Disposal <br /> <br />Pam Dubois, Deputy County Manager, presented a revised tipping fee <br />schedule that increased rates by $2.00 to $2.50 per ton for construction and <br />demolition debris and uncontaminated yard wastes. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the revised <br />Tipping Fee Schedule on the June 19, 2006 Agenda as a Consent item. <br /> <br />Resolution Canceling the Agenda Work Session in July and Changing the Regular <br />July Meeting from July 17 to July 10, 2006 <br /> <br />To accommodate vacation schedules, the Board discussed canceling the <br />July Agenda Work Session and changing the regular July meeting from July 17 <br />to July 10, 2006. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board voted to place the Resolution canceling <br />the Agenda Work Session in July and changing the regular July meeting from <br />July 17 to July 10, 2006 on the June 19, 2006 Agenda as a Consent item. <br /> <br />Code of Ethics <br /> <br />Commissioner Privette questioned the progress on the development of a <br />Code of Ethics. <br /> <br />Mr. Day reported the Board's adoption of a mission <br />guiding principles is an integral part of the development <br />Ethics. He said sample statements had been provided to <br />consideration. <br /> <br />statement <br />of a Code <br />the Board <br /> <br />and <br />of <br />for <br /> <br />Diatzikis Settlement <br /> <br />Commissioner Privette inquired about the status of the settlement with <br />the Diatzikis family for the Red Pig property. <br /> <br />Richard M. Koch, Acting County Attorney, reported the County had <br />proposed to swap the former Red Pig property for the Parks and Recreation <br />Building located on Concord Lake Road. The County would then lease the <br />property from Mr. and Mrs. Diatzikis. He stated several issues had arisen <br />and the property had been surveyed. He said it was discovered that the <br />building wall actually sits on the property line and the eave of the building <br />encroaches onto the neighboring property. Further, the Parks and Recreation <br />signage is located completely on the neighboring property. Mr. Koch said <br />documents have been created to deal with these issues and he has been working <br />closely with Diatzikis' attorney. <br /> <br />There was a general discussion as to when the County took possession of <br />the Red Pig property, the appraisal of that property and payment of rent to <br />Mr. and Mrs. Diatzikis. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carruth and <br />unanimously carried, the Board agreed that the County will pay Mr. and Mrs. <br />Diatzikis for each month's rent/lease beginning after the last month the <br />Diatzikis' received a rent payment from the Lyle's up to the time of the <br />settlement. <br /> <br />Rowan-Cabarrus Community College (RCCC) <br /> <br />Tim Foley, Academic Vice President for <br />comments and expressed appreciation for the <br /> <br />RCCC, <br />Board's <br /> <br />provided introductory <br />continued support in <br />
