Chairman Carruth seconded the motion. Commissioner Privette questioned the funding of salaries for teachers and assistant principals totaling approximately $15 million and stated it is the State's responsibility to pay these salaries. He said taxpayers had received a 40 percent property tax increase over a two-year period although there has been an increase in revenues. Commissioner Privette presented an amendment to set the tax rate at 53 cents per $100.00 per valuation of property. commissioner Freeman seconded the amendment. Commissioner Privette stated the budget would need to be cut by $13 million to implement a 53 cent tax rate. He suggested the $16,885,311.00 budgeted in the line item "Contribution to Other Funds" could be used to reduce the tax rate. Chairman Carruth line item includes the $3.5 million; Community Fund - $11.8 million; Arena & Events Center - pointed out that the \\Contribution to Other Funds" following contributions: Cabarrus Health Alliance - Development Block Grant - $45,000.00; Capital Project Pension Trust Fund - $392,503.00; and the Cabarrus $808,447.00. Chairman Carruth reviewed the following: past budgeting practices by the Board, the changes in the tax rate during the past several years, the issuance of debt for school construction, the past use of fund balance to pay for recurring bills and the projects included in the Capital Improvement Plan. He also listed a number of fiscal principles that he stated should be followed. These included such things as showing good stewardship, using recurring revenue to pay for recurring expenses, etc. There was discussion about the tax rate, the growth in revenue and the State/s responsibility to pay the salaries for teachers. The amendment by Commissioner Privette failed with commissioners Freeman and Privette voting for and Chairman Carruthl Vice Chairman Juba and Commissioner Carpenter voting against. Chairman Carruth reviewed Section VI, Item B, (1-8) of the FY 2006-07 Budget Ordinance outlining the authority granted to the County Manager. Commissioner Carpenter's original motion passed with Chairman Carruth, Vice Chairman Juba and Commissioner Carpenter voting for and Commissioners Freeman and Privette voting against.
