He said taxpayers had <br />received a 40 percent property tax increase over a two-year period although <br />there has been an increase in revenues. Commissioner Privette presented an <br />amendment to set the tax rate at 53 cents per $100.00 per valuation of <br />property. <br /> <br />commissioner Freeman seconded the amendment. <br /> <br />Commissioner Privette stated the budget would need to be cut by $13 <br />million to implement a 53 cent tax rate. He suggested the $16,885,311.00 <br />budgeted in the line item "Contribution to Other Funds" could be used to <br />reduce the tax rate. <br /> <br />Chairman Carruth <br />line item includes the <br />$3.5 million; Community <br />Fund - $11.8 million; <br />Arena & Events Center - <br /> <br />pointed out that the \\Contribution to Other Funds" <br />following contributions: Cabarrus Health Alliance - <br />Development Block Grant - $45,000.00; Capital Project <br />Pension Trust Fund - $392,503.00; and the Cabarrus <br />$808,447.00. <br /> <br />Chairman Carruth reviewed the following: past budgeting practices by <br />the Board, the changes in the tax rate during the past several years, the <br />issuance of debt for school construction, the past use of fund balance to pay <br />for recurring bills and the projects included in the Capital Improvement <br />Plan. He also listed a number of fiscal principles that he stated should be <br />followed. These included such things as showing good stewardship, using <br />recurring revenue to pay for recurring expenses, etc. <br /> <br />There was discussion about the tax rate, the growth in revenue and the <br />State/s responsibility to pay the salaries for teachers. <br /> <br />The amendment by Commissioner Privette failed with commissioners <br />Freeman and Privette voting for and Chairman Carruthl Vice Chairman Juba and <br />Commissioner Carpenter voting against. <br /> <br />Chairman Carruth reviewed Section VI, Item B, (1-8) of the FY 2006-07 <br />Budget Ordinance outlining the authority granted to the County Manager. <br /> <br />Commissioner Carpenter's original motion passed with Chairman Carruth, <br />Vice Chairman Juba and Commissioner Carpenter voting for and Commissioners <br />Freeman and Privette voting against. <br /> <br />The Budget Ordinances as adopted by the Board were as follows: <br /> <br />Ordinance No. 2006-12 <br /> <br />CABARRUS COUNTY <br />BUDGET ORDINANCE <br />FISCAL YEAR 2006-2007 <br />
