<br />July 10, 2006 (Regular Meeting) <br /> <br />Page <br /> <br />12 <br /> <br />PURPOSE OF REQUEST: Appropriate 2006-2007 HOME Program funds in the amount <br />of $135,717.00 to be received from the City of Concord. In addition, a local <br />match of $45,000.00 from the County is required to proceed with the grant <br />project. The match was approved as part of the 2006-2007 County General Fund <br />budget. This classification is <br />designed to respond to the need for mOre specialized interpretation in human <br />services where the range of interpretation (both verbal and written) requires <br />an understanding of programmatic terminology and protocol. In addition, this <br />new classification is expected to assist human services agencies in meeting <br />compliance issues related to Title VI of the Civil Rights Act of 1964. <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the addition of a Foreign <br />Language Interpreter II classification to the County Classification Plan at <br />Salary Grade 63. <br /> <br />(F-8) Department of Aging - Contract & Funding for Title V (Senior Community <br />Service Employment) Program <br /> <br />The Senior Community Service Employment Program (SCSEP) program is <br />authorized by the Older Americans Act (Title V) and administered by the <br />Department of Labor. It is available to States to assist eligible individuals <br />age 55 and older to gain competitive job skills through temporary subsidized <br />employment and training. The program also assists eligible individuals in <br />directly locating and securing unsubsidized employment with not-for-profit <br />groups and governmental entities such as school districts, state, county, <br />city and federal agencies. Twelve new temporary, part-time positions within <br />the Department of Aging (DOA) are needed to allow the DOA to utilize these <br />funds. <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the contract between Cabarrus <br />Department of Aging and the Centralina Council of Governments in the amount <br />of $72,547.00 for the Title V Senior Community Service Employment Program <br />(SCSEP) and approved the addition of 12 new temporary part-time positions <br />(00195760-9104) within the Department of Aging, with employment to continue <br />only as long as funding for SCSEP continues. Further, the Board adopted the <br />following budget amendment: <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF AGING <br />AMOUNT: $2,453.00 <br />TYPE OF ADJUSTMENT: Transfer between Function/Funds <br />PURPOSE OF REQUEST: Approval of budget amendment for use of Title V Program <br />funding, and approval of 12 new temporary positions (00195760-9104) to allow <br />the Department of Aging to utilize these funds to subsidize older adult <br />participants while placed with local host agencies for temporary community <br />service assignments and training.
