He said the County should be concerned <br />with managing growth and the money needed to build the infrastructure. <br /> <br />with there being no one else to address the Board, Chairman Carruth <br />closed the public hearing at 6:19 p.m. <br /> <br />Vice Chairman Juba made a MOTION to waive <br />Corporate Headquarters under Section III of the <br />Incentive Program guidelines for Connextions Health, <br /> <br />the requirement for a <br />Industrial Development <br />Inc. <br /> <br />Commissioner Carpenter seconded the motion. <br /> <br />Commissioner Privette commented on an article published in THE <br />GREENSBORO NEWS AND RECORD on July 29, 2006 concerning a moratorium in <br />Greensboro on incentive grants. He also commented on the number of jobs <br />created by call centers as reported by the United States Trade Association <br />and said call centers have a historic record of leaving town around the same <br />time the incentive grant is to expire. He listed several examples of call <br />centers across the United States not fulfilling their grant requirements and <br />relocating to another town shortly before or shortly after the expiration of <br />their incentive grant. <br /> <br />There was a general discussion on the effect of the moratorium in <br />Greensboro, the unemployment rate in Cabarrus County and the possibility of <br />requiring incentive grant recipients to stay in the County for a specified <br />amount of time. <br /> <br />After discussion, the MOTION to waive the headquarters requirement for <br />Connextions Health, Ioc. I passed with Chairman Carruth, Vice Chairman Juba <br />and Commissioners Carpenter and Freeman voting for and Commissioner Privette <br />voting against. <br /> <br />Vice Chairman Juba made a MOTION to approve an incentive grant <br />equivalent to 50 percent of the real and personal property taxes on the total <br />project investment anticipated at $4.95 million for Connextions Health, Inc., <br />and to authorize the County Manager and County Attorney to conclude the <br />negotiations and execute the Agreement. <br /> <br />Commissioner Carpenter seconded the motion. <br /> <br />Commissioner <br />corporation or any <br />from Cabarrus County <br />be cancelled and all <br />to Cabarrus County. <br /> <br />Privette offered the following amendment: If the <br />of its corporate officers receiving an incentive grant <br />are found guilty of a felony, the incentive grant will <br />monetary benefits from the grant will be refunded back <br /> <br />Commissioner Freeman seconded Commissioner Privette's amendment. <br /> <br />There <br />stipulation <br />Development <br /> <br />was a brief discussion on the possibility of including the <br />proposed by Commissioner Privette in the revised Industrial <br />Incentive Grant program guidelines that are being drafted. <br /> <br />Commissioner Privette's amendment failed with Commissioners Freeman and <br />Privette voting for and Chairman Carruth, Vice Chairman Juba and Commissioner <br />Carpenter voting against. <br /> <br />The MOTION by Vice Chairman Juba passed with Chairman Carruth, Vice <br />Chairman Juba and Commissioner Carpenter voting for and Commissioners Freeman <br />and Privette voting against. <br /> <br />Commissioner Freeman opposed the incentive, stating call centers have a <br />track record of going overseas. <br /> <br />There was further discussion regarding the County's incentive grant <br />program and the stipulation proposed by Commissioner Privette. <br /> <br />Richard M. Koch, County Attorney, pointed out that there are different <br />types and degrees of felonies. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board voted to forward the following <br />recommendation to the Economic Development Corporation (EDC) Board and to ask <br />that they work with the County Attorney in drafting a provision for the <br />County's Industrial Development Grant Program: If the corporation or any of <br />its corporate officers receiving an incentive grant from Cabarrus County are <br />
