<br />August 14, 2Q06 (Recessed Meeting) <br />Page 38 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session for an update on the North Carolina Research Campus (NCRC) project <br />and proposed Self Financing Bonds at the Kannapolis Train Station in <br />Kannapolis, North Carolina on Monday, August 14, 2006, at 6:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Absent - Commissioner: Coy C. Privette <br />Also present were John D. Day, County Manager; Mike Downs, Deputy <br />County Manager; Pam Dubois, Deputy County Manager; and Kay Honeycutt, Deputy <br />Clerk to the Board. <br />The following persons were also present: Kannapolis Officials - Robert <br />S. Misenheimer, Mayor; Randy E. Cauthen, Mayor Pro-Tem; Council Members - <br />Richard Anderson, Kenneth D. Geathers, Roger Haas, M. Darrell Hinnant, and <br />Gene McCombs; City staff - Mike Legg, City Manager; Eddie Smith, Assistant <br />City Manager; and Bridgette Bell, City Clerk. <br />Project Consultants - Ray Waugh, of Land Design; Tom Sanctis, Vice <br />President of Commercial Construction; Jeff Brentcoat, McGuirewoods; Lynne <br />Safrit, Castle & Cooke, Inc.; Edward Boyles, Bank of America; and Walter <br />Goldsten and Janice Burke, First Southwest Company. <br />Call to Order <br />Mayor Misenheimer called the Kannapolis City Council meeting to order <br />at 6:95 p.m. He thanked everyone for coming and recognized the following <br />legislative attendees: Senator Fletcher L. Hartsell, Jr., Cabarrus County <br />Representatives Linda Johnson and Jeff Barnhart, and Rowan County <br />Representative Fred L. Steen, 2I. He also commented on the positive aspects <br />of the Mayors/Managers breakfast meeting held that morning. <br />Chairman Carruth called the meeting of the Cabarrus County Board of <br />Commissioners to order at 6:46 p.m. He stated there is a consensus of the <br />Board of Commissioners to work with the City of Kannapolis and Castle & <br />Cooke, Inc., to move the North Carolina Research Campus (NCRC) project <br />forward. <br />Mayor Misenheimer turned the meeting over to Mike .Legg, Kannapolis City <br />Manager. <br />Presentation Outline <br />Mike Legg, Kannapolis City Manager, reviewed the outline of the <br />PowerPoint presentation on the NCRC. He reported the campus will be funded <br />in large part by David H. Murdock, sole owner of both Castle & Cooke, Inc., a <br />real estate development firm, and Dole Food Co. Inc. He said Mr. Murdock <br />will personally contribute a projected $1.5 billion to the campus <br />development, including $150 million to establish a nonprofit foundation that <br />will purchase equipment for the core laboratory and fund other not-for-profit <br />campus activities, as well as contribute $100 million to establish a venture <br />capital fund to help attract companies to the campus. He said the NCRC is a <br />public-private partnership between Dole Foods and Castle & Cooke, Inc., the <br />University of North Carolina System, Duke University, the North Carolina <br />Community College System, the State of North Carolina, the City of Kannapolis <br />and Cabarrus County. <br />Campus Overview <br />Lynne Safrit, Castle & Cooke, Inc., provided an overview and rendering <br />of the buildings to be constructed on the research campus. The NCRC will <br />contain: a 311,000 square feet Core Lab Building; a Central Energy Plant; the <br />University of North Carolina (UNC) at Chapel Hill - Institute for Excellence <br />in Nutrition; the N.C. State University Institute for Fruit and Vegetable <br />Science; the Duke University Institute for Translational Medicine; the <br />Charlotte Research Institute (CRI) will have a satellite office on the campus <br />that will also provide office space for the N.C. Biotechnology Center <br />Regional office; a private all-girls boarding high school focusing on science <br />and math; a new Civic Building that will be the center of government for the <br />City of Kannapolis and will also include a 1,000 seat auditorium for <br />conferences, performing arts and a potential new state of the art library; a <br />60,000 square feet Job Training and Education Center run by the N.C. <br />Community College System; medical treatment facilities for Cabarrus Family <br />
