August 21, 2006 (Regular Meeting) Page 63 If a contract needs to be terminated prematurely, the Department should promptly notify the Contract Administrator and forward detailed documentation to the Contract Administrator stating the reasons for the termination request. A copy of the Contract Control Sheet should be attached. Absolutely no contract is to be terminated prematurely without written authorization from the Contract Administrator and the County Attorney. Wrongful termination of a contract can have serious adverse consequences to the County. Properly terminated contracts will be removed from the contract ledger and any remaining encumbrances canceled by the Finance Director. (F-8) Revised Cabarrus County Purchasing and Fixed Asset Policy Updates and revisions are proposed to the Purchasing and Fixed Assets Policy to reflect the changes made by recent legislation. UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba and unanimously carried, the Board adopted the updates and revisions to the Cabarrus County Purchasing and Fixed Asset Policy as presented in the Agenda and authorized the County Manager to make subsequent revisions as necessary. The Policy as approved by the Board is on file in the County Manager's Office and hereby included by reference as a part of the minutes. (F-9) Emergency Medical Services - Budget Amendment (Station #5 of Minor Upfi ts) Approval As previously disclosed by the County Manager, property located at 5943 Davidson Highway is owned by a part-time County employee and will be used temporarily as EMS Station #5 until construction of a fire department is completed by the City of Kannapolis. UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba and unanimously carried, the Board adopted the following budget amendment: BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF GENERAL SERVICES AMOUNT: $15,000.00 TYPE OF ADJUSTMENT: Transfer between Departments/Funds PURPOSE OF REQUEST: Prior to opening EMS Station #5 at 5943 Davidson Highway (Hwy 73 West), the County must perform several minor upfits to the structure and driveway to bring the property into compliance with the NC Building Codes Fire and Life Safety Accessibility. These upfits include the construction of a new accessibility ramp with handrails at the entrance to the house, paved parking spaces and sidewalk, interior modifications to the restroom, and installation of smoke detectors throughout the building. The total project costs are $15,000.00. Wright Express is currently the North Carolina State Contract vendor. Potential cost savings will be accomplished through employees' wide variety of brand and station choices for fuel purchases.
