<br />August 21, 2006 (Regular Meeting) <br /> <br />Page 63 <br /> <br />If a contract needs to be terminated prematurely, the Department should <br />promptly notify the Contract Administrator and forward detailed documentation <br />to the Contract Administrator stating the reasons for the termination <br />request. A copy of the Contract Control Sheet should be attached. <br />Absolutely no contract is to be terminated prematurely without written <br />authorization from the Contract Administrator and the County Attorney. <br />Wrongful termination of a contract can have serious adverse consequences to <br />the County. Properly terminated contracts will be removed from the contract <br />ledger and any remaining encumbrances canceled by the Finance Director. <br /> <br />(F-8) Revised Cabarrus County Purchasing and Fixed Asset Policy <br /> <br />Updates and revisions are proposed to the Purchasing and Fixed Assets <br />Policy to reflect the changes made by recent legislation. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />and unanimously carried, the Board adopted the updates and revisions to the <br />Cabarrus County Purchasing and Fixed Asset Policy as presented in the Agenda <br />and authorized the County Manager to make subsequent revisions as necessary. <br /> <br />The Policy as approved by the Board is on file in the County Manager's <br />Office and hereby included by reference as a part of the minutes. <br /> <br />(F-9) Emergency Medical Services - Budget Amendment (Station #5 <br />of Minor Upfi ts) <br /> <br />Approval <br /> <br />As previously disclosed by the County Manager, property located at 5943 <br />Davidson Highway is owned by a part-time County employee and will be used <br />temporarily as EMS Station #5 until construction of a fire department is <br />completed by the City of Kannapolis. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />and unanimously carried, the Board adopted the following budget amendment: <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF GENERAL SERVICES <br />AMOUNT: $15,000.00 <br />TYPE OF ADJUSTMENT: Transfer between Departments/Funds <br />PURPOSE OF REQUEST: Prior to opening EMS Station #5 at 5943 Davidson Highway <br />(Hwy 73 West), the County must perform several minor upfits to the structure <br />and driveway to bring the property into compliance with the NC Building Codes <br />Fire and Life Safety Accessibility. These upfits include the <br />construction of a new accessibility ramp with handrails at the entrance to <br />the house, paved parking spaces and sidewalk, interior modifications to the <br />restroom, and installation of smoke detectors throughout the building. Wright <br />Express is currently the North Carolina State Contract vendor. Potential <br />cost savings will be accomplished through employees' wide variety of brand <br />and station choices for fuel purchases. <br /> <br />UPON MOTION of Commissioner <br />and unanimously carried, the Board <br />of the Wright Express Fuel Card <br />purchases. <br /> <br />Carpenter, seconded by Vice Chairman Juba <br />approved and authorized the implementation <br />Program for Cabarrus County's fleet fuel <br /> <br />(F-11) Resolution Authorizing the Disposition of a 1989 Caterpillar 627-E <br />Scraper through Upset Bid Process <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />and unanimously carried, the Board adopted the following Resolution <br />authorizing the purchasing agent to dispose of a 1989 Caterpillar 627-E <br />Scraper, used by the Cabarrus County Solid Waste Department, by engaging in <br />the Upset Bid Process: <br />
