In the event a site or <br />elevation change is necessary, the applicant agrees to submit to the <br />Planning and Zoning Board for review and approval of such change. <br />(Planning) <br />2. For the project to develop as proposed with individual parcels, a <br />preliminary plat shall be submitted for the review and approval by the <br />Planning and Zoning Board. (Planning/Zoning) <br />4. Approved uses for the proj ect shall be in accordance with the list of <br />uses submitted as a part of this application. Applicant/developer must complete/install all roadway improvements in <br />accordance with NCDOT requirements (see page 46-47 and Figure 10.1 of <br />Revised Traffic Impact Analysis for Wallace Site sealed 6/15/06 by Adam <br />Novak, PE). All non-residential development must comply with Cabarrus County <br />Commercial Design Standards and shall be subj ect to final approval by <br />the Planning and Zoning Board acting as Design Review Committee. <br />(Planning) <br />8. Applicant agrees to submit site plans and elevations for all sites <br />designated as "future" when such plans are available. Individual site <br />plan and architectural approval shall be granted by the Planning and <br />Zoning Board. (Planning) <br />9. Residential development shall be subject to anti-monotony standards in <br />the Cabarrus County Zoning Ordinance. Applicant shall work with Staff <br />for administrative review and approval of all architectural elevations <br />and shall submit an architectural inventory prior to permitting any of <br />the residential units. (Planning/Zoning) <br /> <br />After reviewing the staff report, Ms. Zakraisek responded to a variety <br />of questions regarding: the intent statements; the difference between the <br />original application and this rezoning request; ability to modify the <br />project; could a concrete plant be added to the project at a later date; the <br />time frame to add the residential and retail component of the proj ect; the <br />storage of trucks at the site; under the current zoning classification, could <br />the subject property be used as a future school site; capacity at the <br />elementary, middle and high school; condemnation of property for right-of- <br />ways; and, the storage of chemicals on the site. She also reviewed the list <br />of permitted uses in the Medium Density Residential and General Commercial <br />zones. <br /> <br />Chairman Carruth questioned the absence of a grocery store on the list <br />of permitted uses. <br /> <br />Ms. Zakraisek reported the grocery store must have been left of the <br />list of permitted uses. <br /> <br />Recess of Meeting <br /> <br />At 7:06 p.m., Chairman Carruth recessed the meeting for a short break. <br /> <br />Chairman Carruth reconvened the meeting at 7:16 p.m. <br /> <br />Permitted Uses <br /> <br />At the request of Chairman Carruth, Ms. Zakraisek reviewed the second <br />page of permitted uses in the General Commercial Zone which she said was not <br />included in the packets. She apologized for the oversight. <br /> <br />Proponents <br /> <br />Fletcher Hartsell, Jr., of 129 Overbrook Drive NE, Concord, speaking <br />for the Wayne Brothers, provided the following background information on the <br />company: the concrete construction company was formed in 1985, employs <br />approximately 250 employees and is located in northwest Cabarrus County; the <br />company wants to expand its operations, but cannot grow due to the express <br />limitations of the critical area of the Coddle Creek Reservoir and <br />restrictions of the Cabarrus County Zoning Ordinance. He said Mr. Wayne <br />wants to remain in the northwest area, there is only one piece of property <br />that is closely associated with this type of advanced development and he has <br />a contract on a portion of this property that belongs to the Wallace family, <br />who are also the co-applicants in this petition.
