September 25, 2006 (Regular Meeting) Page 106 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, September 25, 2006 <br />at 6:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, Deputy <br />Clerk to the Board. <br />Chairman Carruth called the meeting to order at 6:30 p.m. <br />Junior Girl Scout Troop 492 of Rocky River Presbyterian Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Heather Ashley, Maddison Hightower, Sophia Bish and Harli Tilley. <br />Reverend Andy Langford of Central United Methodist Church gave the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the minutes of July 8, 2006 <br />(Special Meeting), July 10, 2006 (Regular Meeting), and July 31, 2006 <br />(Recessed Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to approve the Agenda with the <br />following additions: Supplemental Information for Consent Item F-7 - <br />Additional Budget Amendment - Ongoing Projects from FY 2006 (Emergency <br />Management); New Business Item G-6 - Fifth Amendment to Purchase and Sale <br />Agreement between Cabarrus County and Allen Craven, LLC for the Former <br />Cabarrus Bank/First Union Building; and New Business Item G-7 - Resolution <br />Revising the Regular Meeting Schedule for October 2006. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Recognition of Susie Bonds, Clerk to the Board, on Her Retirement from <br />Cabarrus County <br />Susie Bonds will retire on November 1, 2006 after 32 years of service <br />to Cabarrus County. Her employment with the County began in September 1974 <br />with the Department of Social Services. She was appointed as Clerk to the <br />Board of County Commissioners in 1979 and has served in this capacity for the <br />past 27 years. A retirement reception for Mrs. Bonds was held earlier this <br />date in the Rotunda of the Governmental Center. <br />On behalf of the Board, Chairman Carruth presented Mrs. Bonds with a <br />plaque and each Commissioner expressed their appreciation to Mrs. Bonds for <br />her service to Cabarrus County. Also, Commissioner Carpenter presented Mrs. <br />Bonds with a gift from former and current Commission members. <br />N.C. Senator Fletcher L. Hartsell, Jr. and N.C. Representative Jeff <br />Barnhart presented Mrs. Bonds with the Order of the Long Leaf Pine award. <br />Mrs. Bonds accepted the award and thanked everyone for their support. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman Carruth opened the meeting for Informal Public Comments at <br />6:49 p.m. He stated that each speaker would be limited to three minutes. <br />Thomas Milo of 445 Sunnyside Drive SE in Concord stated he is <br />representing the developer of the Sapphire Hills subdivision. He reported <br />this subdivision consists of sixty, one-level, two bedrooms townhomes which <br />are very attractive to retirees. He further reported the last project built <br />by this developer was in Cramerton, North Carolina; seventy percent of the <br />homes were sold to retirees and of the remaining thirty percent, only one <br />
