September 25, 2006 (Regular Meeting) Page 122 Vice Chairman Juba asked Commissioner Carpenter to consider withdrawing her amendment which would allow the Board to vote on Commissioner Privette's motion. Commissioner Carpenter's amendment died for lack of a second. Commissioner Carpenter stated she did not want to put a strain on the school system or lose the money. She moved to defer consideration of the consent agreement until the next meeting and for staff to work with the developer on a revised build out schedule. Commissioner Carpenter's second amendment also died for lack of a second. Commissioners Privette's motion failed with Commissioners Privette and Freeman voting for and Chairman Carruth, Vice Chairman Juba and Commissioner Carpenter voted against. UPON MOTION of Vice Chairman Juba, seconded by Chairman Carruth, with Chairman Carruth, Vice Chairman Juba and Commissioner Carpenter voting for and Commissioners Privette and Freeman voting against, the Board approved the Agreement between Cabarrus County and JBC Development, LLC for the Sapphire Hills Townhome Development, including the payment of $1,331.00 per lot to advance school adequacy due at final platting and authorized the County Manager to execute the agreement on behalf of Cabarrus County. There was a general discussion on the following issues: the approval of subdivisions by municipalities regardless of school capacity; the need for cooperation between the County and municipalities to control growth; how subdivisions that have not received final approval are tracked within the subdivision lot inventory worksheet; etc. (G-3) Department of Aging Transfer of Consumer-Directed Services Expense Funds to Purchased Services Account for Provision of Fiscal Intermediary Services and Related Budget Amendment Mike Murphy, Director of the Department of Aging, presented information on a proposal for the County Finance Department to act as the fiscal intermediary by providing payroll services for clients of the Consumer- Directed Services (CDS) program. The pilot program is funded by the Home and Community Care Block Grant and administered by the Department of Aging (DOA). Richard M. Koch, County Attorney, reported each CDS client will enter into a "Consumer Directed Services Fiscal Intermediary Agreement" that stipulates Cabarrus County is not the "employer of record". UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board authorized the Cabarrus County Finance Department to act as the Fiscal Intermediary for the Consumer- Directed Services program for Department of Aging clients and authorized the Director of Aging to execute the individual agreements. Further, the Board adopted the following budget amendment: BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF AGING AMOUNT: $50,000.00 TYPE OF ADJUSTMENT: Supplemental Request PURPOSE OF REQUEST: To transfer existing Consumer-Directed Services expense funds to a Purchased Services account to allow the Department of Aging to provide fiscal intermediary services to our client's through a partnership with the Cabarrus County Finance Department, and to establish a revenue account that will allow our Consumer-Directed Services clients to make contributions to the Consumer-Directed Services Program.
