September 25, 2006 (Regular Meeting) Page 122 <br />Vice Chairman Juba asked Commissioner Carpenter to consider withdrawing <br />her amendment which would allow the Board to vote on Commissioner Privette's <br />motion. <br />Commissioner Carpenter's amendment died for lack of a second. <br />Commissioner Carpenter stated she did not want to put a strain on the <br />school system or lose the money. She moved to defer consideration of the <br />consent agreement until the next meeting and for staff to work with the <br />developer on a revised build out schedule. <br />Commissioner Carpenter's second amendment also died for lack of a <br />second. <br />Commissioners Privette's motion failed with Commissioners Privette and <br />Freeman voting for and Chairman Carruth, Vice Chairman Juba and Commissioner <br />Carpenter voted against. <br />UPON MOTION of Vice Chairman Juba, seconded by Chairman Carruth, with <br />Chairman Carruth, Vice Chairman Juba and Commissioner Carpenter voting for <br />and Commissioners Privette and Freeman voting against, the Board approved the <br />Agreement between Cabarrus County and JBC Development, LLC for the Sapphire <br />Hills Townhome Development, including the payment of $1,331.00 per lot to <br />advance school adequacy due at final platting and authorized the County <br />Manager to execute the agreement on behalf of Cabarrus County. <br />There was a general discussion on the following issues: the approval <br />of subdivisions by municipalities regardless of school capacity; the need for <br />cooperation between the County and municipalities to control growth; how <br />subdivisions that have not received final approval are tracked within the <br />subdivision lot inventory worksheet; etc. <br />(G-3) Department of Aging Transfer of Consumer-Directed Services Expense <br />Funds to Purchased Services Account for Provision of Fiscal Intermediary <br />Services and Related Budget Amendment <br />Mike Murphy, Director of the Department of Aging, presented information <br />on a proposal for the County Finance Department to act as the fiscal <br />intermediary by providing payroll services for clients of the Consumer- <br />Directed Services (CDS) program. The pilot program is funded by the Home and <br />Community Care Block Grant and administered by the Department of Aging (DOA). <br />Richard M. Koch, County Attorney, reported each CDS client will enter <br />into a "Consumer Directed Services Fiscal Intermediary Agreement" that <br />stipulates Cabarrus County is not the "employer of record". <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board authorized the Cabarrus County <br />Finance Department to act as the Fiscal Intermediary for the Consumer- <br />Directed Services program for Department of Aging clients and authorized the <br />Director of Aging to execute the individual agreements.
