October 9, 2006 (Work Session/Recessed Meeting) Page 131 <br />asked that approval by the Board of Commissioners be contingent upon WSACC <br />review and approval. <br />Commissioner Privette made a motion to place this item on the October <br />30, 2006 Agenda as a Consent Item. <br />There was a brief discussion on the location of old and proposed right- <br />of-way and the location of the County-owned property. <br />Commissioner Carpenter seconded the motion. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the Request to <br />Move Cabarrus County Right-of-Way on Teresa Eudy Property at the South end of <br />Lake Don T. Howell on the October 30, 2006 Agenda as a Consent Item. <br />Abandonment of State Maintenance on Portion of Macedonia Church Road (SR <br />1620) <br />Jonathan Marshall, Commerce Director, reported this item is the final <br />action regarding the abandonment of state maintenance and the right-of-way on <br />a portion of Macedonia Church Road. He said the property owners want to <br />block this area to prevent further illegal dumping. In response to a <br />resolution adopted by the Board of Commissioners, he said the N.C. Department <br />of Transportation approved the abandonment at their September 7, 2006 <br />meeting. In order to complete the abandonment, he said a public hearing is <br />required. <br />Commissioner Privette made a motion to place the item on the October <br />Agenda as a New Business item and schedule a public hearing. <br />Commissioner Carpenter seconded the motion. <br />There was a brief discussion on the maintenance of the right-of-way and <br />the difficulty in getting the State to take over maintenance of older <br />subdivision roads. <br />UPON .MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the Abandonment <br />of State Maintenance on a Portion of Macedonia Church Road on the October 30, <br />2006 as a New Business item and scheduled a public hearing. <br />DSS - Approval of Work First Block Grant & Amendment to the FY 05-07 Plan to <br />Extend the Exemption for Mothers of Infants <br />Sandy Russell, Interim Social Services Director, reported Social <br />Services is requesting approval of their Work First Block Grant for FY 07-09 <br />and an amendment to the current Work First Blcok grant plan to change the <br />length of time a mother with a newborn infant can be exempt from looking for <br />work. Under the current plan, she reported a mother is expected to begin <br />looking for work within three months of the birth of a child. She said DSS <br />is requesting the plan be increased to twelve months, which is the state <br />standard. <br />James Polk, DSS Adult and Family Administrator, reported on the Deficit <br />Reduction Act of 2005, how participation rates are calculated and two methods <br />the department will use to improve participation rates. The methods were as <br />follows: (1) by requesting funding from the State to partner with Rowan- <br />Cabarrus Community College to provide short-term career readiness classes for <br />participants; and (2) by exempting people who are incapacitated, disabled or <br />women with new born babies as allowed by the State. He said the Federal <br />government has strict participation requirements and failure to meet these <br />requirements will affect funding for child welfare services. He requested <br />the Board approve the change for the FY 07-09 plan so it would be effective <br />October 2007, and approve the amendment to change of the length of time a <br />mother can be exempt from work to care for a newborn in the current plan. <br />Richard M. Koch, County Attorney, arrived at 4:22 p.m. and was present <br />for the remainder of the meeting. <br />Mr. Polk and Ms. Russell responded to questions on the child care <br />waiting list and the length of time of the exemption. <br />UPON MOTION of Commissioners Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the Approval of <br />the FY 07-09 Work First Block Grant and Amendment to the FY 05-07 Plan to <br />
