October 30, 2006 (Regular Meeting) <br />Page 151 <br />There was brief clarification on the number of homes proposed to be <br />built. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved Rezoning Case No. C2006-07, Louis <br />Looper, Applicant [Application to Rezone 12.256 acres from OI <br />(Office/Institutional) to CR (Countryside Residential]. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following consistency <br />statement: the rezoning is consistent with the 1990 Northwest Area Plan and <br />draft plan as to residential, but inconsistent as to density and that the <br />rezoning is reasonable and is in the best public interest. <br />Incentive Grant - S <br />John Cox, CEO of the Cabarrus Regional Chamber of Commerce, requested a <br />public hearing be scheduled to consider an Industrial Development Incentive <br />Grant request by Shoe Show, Inc./Trinity of Cabarrus, LP. <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carruth and <br />unanimously carried, the Board agreed to schedule a public hearing on the <br />incentive grant request by Shoe Show, Inc./Trinity of Cabarrus, LP at 6:30 <br />p.m. on November 20, 2006. <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br />(H-1) Criminal Justice Partnership Program (CJPP) <br />At its July 21, 2006 meeting, the CJPP advisory board voted unanimously <br />to recommend the following appointments to complete two unexpired terms and <br />fill one vacant position: Paul Holcombe (District Attorney or Designee), <br />Lori Ruff (Business Community), and Lynn Vaccarella (Mental Health). Ms. <br />Vaccarella is not a Cabarrus County resident; therefore, it is requested that <br />she be appointed as an "ex-officio" member. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board appointed Paul Holcombe (District Attorney <br />or Designee) to complete an unexpired term ending 4/30/06; appointed Lori <br />Ruff (Business Community) to complete an unexpired term ending 9/30/07; and <br />appointed Lynn Vaccarella to fill the vacant Mental Health position as an <br />"ex-officio" member with a term ending 9/30/09 as requested by the CJPP <br />advisory board. <br />(H-2) Cabarrus County Planning and Zoning Commission <br />Karen Daugherty resigned from the Cabarrus County Planning & Zoning <br />Commission on October 5, 2006. <br />Commissioner Carpenter stated her desire to appoint a member of the <br />Odell community to fill the vacancy on the Cabarrus County Planning and <br />Zoning Commission. She stated the individual's application had not been <br />received and moved to table the appointment until the Board's November <br />regular meeting. <br />Commissioner Privette seconded the motion. <br />Vice Chairman Juba nominated Larry Ensley to fill the position and <br />cited his involvement with the Odell community. <br />Commissioner Freeman seconded Vice Chairman Juba's nomination. <br />Richard M. Koch, County Attorney, stated Commissioner Carpenter's <br />motion takes precedent and should be acted on first. <br />Commissioner Carpenter's motion failed with Commissioners Carpenter and <br />Privette voting for and Chairman Carruth, Vice Chairman Juba and Commissioner <br />Freeman voting against. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Freeman <br />with Chairman Carruth, Vice Chairman Juba and Commissioner Freeman voting for <br />and Commissioners Carpenter and Privette voting against, the Board appointed <br />Larry Ensley to the Cabarrus County Planning and Zoning Board to complete an <br />unexpired term ending August 31, 2007. <br />
