December 4, 2006 (Organizational/Recessed Meeting) <br />Page 186 <br />The Board of Commissioners for the County of Cabarrus met for an <br />Organizational/Recessed Meeting in the Commissioners' Meeting Room at the <br />Cabarrus County Governmental Center in Concord, North Carolina on Monday, <br />December 9, 2006, at 6:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Jay White <br />Grace Mynatt <br />Coy C. Privette <br />Also present were Mike Downs, Deputy County Manager; Rich Koch, County <br />Attorney, Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the <br />Board and Amy Griffith Deputy Clerk to the Board. John Day, County Manager, <br />was not present due to illness. <br />RECPTION FOR INCOMING AND OUTGOING COUNTY COMMISSIONERS <br />A reception was held from 5:30 to 6:30 p.m. inthe Rotunda of the <br />Cabarrus County Governmental Center for incoming and outgoing County <br />Commissioners prior to the Board of Commissioners' Organizational/Recessed <br />meeting. Outgoing Commissioners Carolyn Carpenter and Robert Freeman were <br />presented plaques in recognition of their service to Cabarrus County. <br />ADMINISTRATION OF OATH TO OFFICE <br />Chairman Carruth announced the Honorable W. Erwin Spainhour, Senior <br />Resident Superior Court Judge, would administer the Oaths of Office to the <br />Soil and Water Conservation District Supervisors and to Commissioners Mynatt, <br />Privette and White. <br />SOIL & WATER CONSERVATION DISTRICT SUPERVISORS <br />Judge Spainhour administered the following Oaths of Office to Jeff <br />Goforth and Lewis Suther.
