December 4, 2006 (Organizational/Recessed Meeting) Page 186 The Board of Commissioners for the County of Cabarrus met for an Organizational/Recessed Meeting in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, December 9, 2006, at 6:30 p.m. Present - Chairman: Robert W. Carruth Vice Chairman: Joni D. Juba Commissioners: Jay White Grace Mynatt Coy C. Privette Also present were Mike Downs, Deputy County Manager; Rich Koch, County Attorney, Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the Board and Amy Griffith Deputy Clerk to the Board. John Day, County Manager, was not present due to illness. RECPTION FOR INCOMING AND OUTGOING COUNTY COMMISSIONERS A reception was held from 5:30 to 6:30 p.m. inthe Rotunda of the Cabarrus County Governmental Center for incoming and outgoing County Commissioners prior to the Board of Commissioners' Organizational/Recessed meeting. Outgoing Commissioners Carolyn Carpenter and Robert Freeman were presented plaques in recognition of their service to Cabarrus County. ADMINISTRATION OF OATH TO OFFICE Chairman Carruth announced the Honorable W. Erwin Spainhour, Senior Resident Superior Court Judge, would administer the Oaths of Office to the Soil and Water Conservation District Supervisors and to Commissioners Mynatt, Privette and White. SOIL & WATER CONSERVATION DISTRICT SUPERVISORS Judge Spainhour administered the following Oaths of Office to Jeff Goforth and Lewis Suther. Bob Ritchie was not in attendance. OATH OF OFFICE SOIL AND WATER CONSERVATION DISTRICT SUPERVISORS I, Jeff Goforth, do solemnly swear that I will support the Constitution of the United States; so help me, God. I further solemnly and sincerely swear that I will be faithful and bear true allegiance to the State of North Carolina, and to the constitutional powers and authorities which are or may be established for the government thereof; and that I will endeavor to support, maintain, and defend the Constitution of the United States, to the best of my knowledge and ability, so help me God. I further swear that I will well and truly execute the duties of the office of Cabarrus Soil and Water Conservation District Supervisor, according to the best of my skills and ability according to the Soil and Water Conservation District Laws of North Carolina so help me, God.
