<br /> <br />September 19, 2005 (Regular Meeting) <br /> <br />Page <br /> <br />330 <br /> <br />John Cox, CEO of the Cabarrus Regional Chamber of Commerce and EDC, <br />reported that Cabarrus Plastics had been purchased by an Ohio company and <br />proposes to locate additional operations at the Concord site or another area in <br />the region. He also reviewed the County's current incentive program and <br />addressed the issue of job creation and wages. He reviewed past incentive <br />grants and the success of those companies in meeting or exceeding the number of <br />projected new jobs. Finally, he reported Mr. Andrews is preparing a matrix of <br />incentive programs in surrounding counties for comparison. <br /> <br />At 7:25 p.m. Chairman Carpenter opened the public hearing on the proposed <br />incentive grant for Cabarrus Plastics, Inc. The Notice of Public Hearing was <br />published in THE INDEPENDENT TRIBUNE on September 7, 2005. <br /> <br />There was no one present to address the Board, and Chairman Carpenter <br />closed the public hearing. <br /> <br />A motion was made by Vice Chairman Carruth and seconded by Commissioner <br />Juba to approve the incentive grant agreement with Cabarrus Plastics. <br /> <br />A motion was made by Commissioner Privette and seconded by Commissioner <br />Freeman to include the following amendment as Item (d) of Section 1.0 of the <br />Incentive Grant Agreement with Cabarrus Plastics: <br /> <br />(d) If the grantee should not provide 18 jobs, that a proportionate <br />amount of jobs lacking 18 shall be refunded to the County. <br /> <br />There was lengthy discussion by the Board regarding the following issues: <br />(1) possibility the company may locate the expanded operations to Iredell <br />County rather that Cabarrus County; (2) the number of jobs to be created and <br />assurances that those jobs will be created; and (3) the current incentive grant <br />policy. <br /> <br />A motion was made by Commissioner Privette, seconded by Commissioner <br />Freeman that the proposed amendment be postponed indefinitely. <br /> <br />After further discussion, Commissioner Privette withdrew his motion to <br />postpone the amendment indefinitely. <br /> <br />The motion by Commissioner Privette to amend the incentive grant <br />agreement failed with Commissioners Privette and Freeman voting for and <br />Chairman Carpenter, Vice Chairman Carruth and Commissioner Juba voting against. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Juba with <br />Vice Chairman Carruth, Commissioner Juba and Chairman Carpenter voting for and <br />Commissioners Privette and Freeman voting against, the Board approved the <br />incentive grant subject to the negotiation and execution of a definitive <br />agreement between Cabarrus County and Cabarrus Plastics, Inc., as outlined in <br />the Industrial Development Grant Program, with authorization granted to the <br />County Manager and County Attorney to conclude the negotiations and execute the <br />Agreement. <br /> <br />The EDC will present a report and recommendations concerning the existing <br />Industrial Development Grant Program at the Board's work session on October 3. <br /> <br />(E) OLD BUSINESS <br /> <br />(E-1) Jail Annex Update <br />(a) Report on the Open House Held on September <br />(b) Public Comments on the Jail Annex Location <br /> <br />15 <br />(30 Minutes) <br /> <br />Pete Cayado of Ware Bonsall Architects <br />were viewed at the Open House on September 15. <br />received at the open house for each option. <br />delays and number of votes were as follows: <br /> <br />presented the four options that <br />Kelly Sifford reviewed the votes <br />The options, costs, potential <br /> <br />Option 1: Demolition of the Old Tribune Building <br />.
