<br />January 10, 2005 (Recessed Meeting) <br /> <br />Page 48 <br /> <br />Scenario #2: New 14,400 square foot Metal Building <br />96 inmates <br />Project Cost (including construction costs and professional fees/ <br />testing) - $1,697,000.00 <br /> <br />Ms. Sifford also reported a higher population density in the area of the <br />Industrial Count facility than in the vicinity of the Arena. <br /> <br />Commissioner Privette questioned the use of house arrest to reduce the <br />jail population and the possibility of using inmate labor if the facility is <br />located at the Arena. <br /> <br />Captain Paul Hunt provided a breakdown of the current inmate population <br />of 210, including 19 serving a sentence, 13 waiting for transport and 178 <br />pre-trial inmates. He explained that none of the 178 pre-trial inmates would <br />be eligible for house arrest. Also, he stated that only sentenced prisoners <br />can be used for inmate labor and that would require additional personnel to <br />supervise them. <br /> <br />Paul Bonsall of Ware Bonsall Architects reviewed a proposed schematic <br />for a temporary jail facility to be constructed at the Arena. The plan <br />provided for six 16-bed dormitories and allowed for future conversion of the <br />space for use as storage for the Arena and a bath house for the Arena's RV <br />campers. Mr. Bonsall estimated construction time would take approximately six <br />to eight months after completing the bid process. <br /> <br />Commissioner Freeman reported he visited the Industrial Court site on <br />Saturday. He stated residents in the adjacent neighborhoods have safety <br />concerns and do not want the temporary jail at that site. He also reported <br />there are water problems in that area. <br /> <br />There was discussion regarding the options of building the new facility <br />at the Arena or upfitting the existing facility on Industrial Court, <br />including the cost to the County, population density, etc. In regards to the <br />Arena location, the Board addressed the following issues: where to site the <br />facility on the property; required zoning amendment by the City of Concord to <br />allow jail facilities in the Public Interest District; a sewer pump station <br />upgrade; the effect on the County Fair; and the need to have a back-up plan <br />in the event the zoning change is not approved by the City. <br /> <br />Mike <br />submitted <br />Industrial <br /> <br />Downs, Deputy <br />by residents <br />Court. <br /> <br />Comity Manager, presented a petition that had been <br />in opposition to locating the temporary jail on <br /> <br />UPON MOTION of Commissioner Juba, seconded by Commissioner Freeman and <br />unanimously carried, the Board agreed to go forward with Scenario #2 for a <br />new facility at the Arena and Events Center to serve as the temporary jail <br />and directed staff to begin rezoning procedures through the City of Concord. <br />Further, the Soard agreed to amend the contract with Ware Bonsall Architects <br />authorizing the firm to proCeed with the design of the temporary jail <br />facility. <br /> <br />The Board took a short recess. <br /> <br />Chairman Carpenter reconvened the meeting at 6:24 p.m. <br /> <br />(4) Review <if Coiimiehts from Open House Held on January 6 for Viewing of <br />Justice Center Designs <br /> <br />On January 6, 2005, an open house was held to give citizens an <br />opportunity to review, comment and vote on four potential Justice Center <br />schematic designs prepared by Ware Bonsall Architects. Kelly Sifford, <br />Community Development Manager, presented the total number of votes that each <br />option received. Option No. 4 was by far the most popular design with the <br />public and staff for its functionality. She said the comments received at <br />the open house were incorporated into the schematic design process resulting <br />in a modification to Option NO.4. <br /> <br />Pete Cayado of Ware Bonsall Architects reviewed the modification to <br />Design Option NO.4. The housing unit footprint was turned sideways to <br />address concerns about a shared.driveway and will leave the buildings at the <br />intersection of Corban Avenue and South Union Street in place. <br /> <br />Chairman Carpenter asked if the temporary jail could be located on the <br />premises with the Justice Center.
