February 21, 2005 (Regular Meeting) Page 82 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners I Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, February 21, 2005, at 6:30 p.m. Present - Chairman: Carolyn B. Carpenter Vice Chairman: Robert W. Carruth Commissioners: Robert M. Freeman Joni D. Juba Coy C. Privette Also present were John D. Day I County Manager i Jr., County Attorney; Frankie F. Bonds, Clerk to Honeycutt, Deputy Clerk to the Board. Fletcher L. the Board; Hartsell, and Kay Chairman Carpenter called the meeting to order at 6:30 p.m. Boy Scout Troop 173 of Harrisburg presbyterian Church conducted the Flag Ceremony. Scouts participating in the ceremony were: Scott Phillips, zach Southern, Matthew Lee, Kyle Miller, Billy Durrett and Elliott Cole. Pastor Raymond Davis of the Solid Rock Worship Center gave the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTrON of vice Chairman Carruth, seconded by Commissioner Privette and unanimously carried, the Board approved the minutes of December 20, 2004 (Regular Meeting), December 28, 2004 (Recessed Meeting) and January 10, 2005 (Recessed Meeting) as written. (B) APPROVAL OF AGENDA UPON MOTiON of Commissioner Freeman, seconded by Commissioner Juba and unanimously carried, the Board approved the Agenda with the following changes: Add Resolution for adoption to Consent Agenda Item F-16, Acceptance of Proposal from RBC Centura Bank for Installment Financing of the Rowan- Cabarrus Community College Projects; Add New Business Item G-7, Update on Bond Rating; and add a Closed Session to consult with the Attorney to preserve the attorney-client privilege and to discuss pending or threatened litigation, to discuss matters relating to the location or expansion of industries or other businesses in cabarrus County and to discuss a personnel matter(s) as authorized by North Carolina General Statute (NCGS) 143- 318.11 (a) (3) (4) (6) . (C) RECOGNITIONS AND PRESENTATIONS (C-1) the 25 Reco nition of the Mt. Pleasant Quiz Bowl Team for Annual Cabarrus County Public Library Quiz Bowl in Mr. Torn Dillard, Library Director, recognized the Mt. Pleasant High School Quiz Bowl Team for successfully defeating teams from eight local high schools at the 25th Annual Cabarrus County Public Library Quiz Bowl on January 26. Members of the team included: Wesley Dry, Captain; Meredith King; Leah Cook; Devon Silvia; and Lauren Grelecki, Coach. The team will participate in the district level of competition in Iredell County. On behalf of the Board, Vice Chairman Carruth presented a Certificate of Achievement to the Mount Pleasant High School Quiz Bowl Team members in recognition of their championship. (D) INFORMAL PUBLIC COMMENTS Chairman Carpenter opened the meeting for Informal Public Comments at 6:40 p.m. She stated each speaker would be limited to three minutes. Jerry williamson of Concord objected to the rehiring of Mr. Hartsell as County Attorney due to the amount of his salary and the $130,000.00 settlement issue. However, he supported the hiring of a private management firm for the Cabarrus Arena and Events Center. Betty Lipe of Odell School Road complained of disparities in the way a developer can divide property into lots and the way an individual can give their children a lot on which to build, specifically the development of a customized subdivision versus a traditional subdivision.
