Boyden, Town Clerk <br /> <br />(G) NEW BUSINESS <br /> <br />(G-1) HOME Program Public Hearing - 6:30 p.m. <br /> <br />Kelly Sifford, Community Development Manager, gave a brief overview of <br />the HOME Program, a housing rehabilitation program for the elderly and <br />disabled. She stated the County is expected to receive approximately <br />$163,737.00 from the Department of Housing and Urban Development (HUD) for <br />administration and housing rehabilitation activities. <br /> <br />At 8:55 p.m., Chairman Carpenter opened the public hearing on the HOME <br />Program. The Public Hearing Notice was published in THE CHARLO'I'TE OBSERVER <br />(Cabarrus Neighbors) on February 10 and 13, 2005. <br /> <br />There was no one present to address the Board; and Chairman Carpenter <br />closed the Public Hearing at 8:56 p.m. <br /> <br />(G-2) <br />~ <br /> <br />Revised Adequate Public Facilities Resolution - Public Hearing - 6:30 <br /> <br />Kelly Sifford, Community Development Manager, gave an overview of a <br />proposed revision to the Adequate Public Facilities Resolution to address <br />concerns that the adequate public facility contributions would negatively <br />impact low income families. The revision would allow non-profit or <br />government agencies that produce affordable housing to obtain a voucher from <br />Cabarrus County to pay the adequate public facility contributions'. <br /> <br />At 9:00 p.m., Chairman Carpenter opened the public hearing on the <br />revision to the Policy for the Advancement of School Adequacy. The Public <br />Hearing Notice was published in THE CHARLOTTE OBSERVER (Cabarrus Neighbors) <br />on February 10 and 13, 2005. <br /> <br />Paul Penney asked for a clarification between low income hO\lsing and <br />the Policy for the Advancement of School Adequacy. <br /> <br />Chairman Carpenter <br />program for non-profits <br />housing. <br /> <br />explained the proposed <br />or governmental agencies <br /> <br />reimbursement <br />that produce <br /> <br />or voucher <br />affordable <br /> <br />There was no one else present to address the Board, and Chairman <br />Carpenter closed the Public Hearing at 9:02 p.m. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following Resolution revising <br />the adequate public facility policy. <br /> <br />Resolution No. 2005-05 <br /> <br />Resolution to Create a Policy for the Advancement of School Adequacy <br /> <br />WHEREAS, the Cabarrus County Board of Commissioners has demonstrated that <br />education is its top priority through the funding of construction of nine <br />elementary schools, four middle schools, one high school and numerous <br />additions and improvements to existing schools over the last fifteen years; <br />and <br /> <br />WHEREAS, the development and homebuilding industries are an important part of <br />the local economy; and <br /> <br />WHEREAS, a study by Tischler and Associates for Cabarrus County in 1996 found <br />that the direct school capital cost incurred by the County is $8067 per unit <br />for houses in transitional areas; and <br /> <br />WHEREAS, new homes constructed in these developments will be subject to <br />property taxes which in part will offset the incurred capital costi and <br /> <br />WHEREAS, new development continues to be approved. within the unincorporated <br />areas of Cabarrus County after a review of the adequacy of services based on <br />the Cabarrus County Subdivision Regulations Chapter 4, Section 17 "Adequate <br />Public Facilities Standards"; and <br />
