<br />March 14, 2005 (Work Session) <br /> <br />Page <br /> <br />102 <br /> <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 14, 2005, at 4:00 p.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager; Frankie F. Bonds, Clerk <br />to the Board; and Kay Honeycutt, Deputy Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 4:00 p.m. <br /> <br />vice Chairman Carruth gave the invocation. <br /> <br />Partnership Proposal by the Miracle League of Concord for Frank Liske Park <br /> <br />Steve Little, Parks and Recreation Director, presented a partnership <br />proposal from the Miracle League of Concord, the local chapter of a national <br />organization that provides accessible youth athletic facilities and programs <br />for mentally and physically challenged children. The proposal was to <br />construct a custom designed rubber turf athletic field that will allow full <br />accessibility for children in wheelchairs and walkers without fear of <br />injuries. The field would be constructed at Frank Liske- Park at the site of <br />Field Number 4 which is currently used for informal play/practices. Other <br />proposed improvements at the Park included the replacement of two wooden <br />light poles and the construction of a six-lane asphalt walking/jogging track <br />around the football/soccer field. The cost of the improvements was estimated <br />at $535,000.00 with the funding to be provided by the Miracle League of <br />Concord through donations and sponsorships. <br /> <br />Mr. Little reported the Miracle League had asked that the County donate <br />land, provide general maintenance and clean up of the areas and cover <br />electrical costs. However, at its January 20th meeting, the Cabarrus County <br />Parks and Recreation Commission had recommended the following action: (1) <br />Preparation of a \\priority use agreement" in lieu of a donation of land; (2) <br />County to provide basic general maintenance and clean up of facility~with the <br />Miracle League to complete any major repairs and renovations/replacements; <br />and (3) Miracle League to provide payment for light utility expenses. <br /> <br />David Darwin, <br />described the type <br />synthetic turf that <br /> <br />President of <br />of athletic <br />will be used. <br /> <br />the <br />field <br /> <br />Miracle <br />to be <br /> <br />League of <br />constructed <br /> <br />Concord, <br />and the <br /> <br />briefly <br />special <br /> <br />By consensus, the Board agreed to place the partnership proposal with <br />the Miracle League on the March 21st Agenda as a Consent item. Further, the <br />Board agreed for the Miracle League of Concord to begin its fundraising <br />endeavors for the baseball field. <br /> <br />Advertisement of Tax Liens on Real Property <br /> <br />In accordance with N. C. General Statute 105-369, Tax Administrator <br />Brent Weisner reported the 2004 delinquent taxes totaled $3,110,491.81, after <br />deducting $204,220.61 in bankruptcies. He distributed a sample order for the <br />Board's review and stated the advertisement of delinquent taxes is <br />tentatively scheduled on April 3, 2005. <br /> <br />By consensus, the Board agreed to place the Order authorizing the Tax <br />Administrator to advertise tax liens on real property for failure to pay 2004 <br />taxes on the March 21st Agenda as a Consent item. <br /> <br />Disposition of Property Owned by the Kannapolis Board of Education <br /> <br />Mr. Day reported the Kannapolis Board of Education desires to sell <br />approximately two acres of property that is no longer desirable for school <br />purposes. The property is located across the street from the former Charles <br />B. Aycock Elementary School. <br /> <br />There was <br />property.
