<br />April 18, 2005 (Regular Meeting) <br /> <br />Page 150 <br /> <br />WHEREAS. neither the County nor any agency thereof shall be liable in <br />any event for the repayment of the loan, the loan does not constitute an <br />indebtedness of the County or any agency thereof and does not constitute or <br />create in any manner a debt of liability of the County or any agency thereof; <br />and <br /> <br />WHEREAS, the Board of County Commissioners desires to approve the loan. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of <br />the County of Cabarrus as follows: <br /> <br />1. The publication of the notice and the designation of said meeting as <br />a public hearing on the loan is hereby ratified and approved. <br />2. The incurrence by the Enochville Fire & Rescue Department, Inc., of <br />indebtedness of up to $360,000.00 to Municipal Services Group, Inc., <br />to finance the purchase of one fire truck, to be located at <br />Enochville Volunteer Fire Station, 808 N. Enochville Avenue, China <br />Grove, North Carolina 28023, is hereby approved. <br />3. Bonds, Clerk to the Board <br /> <br />COUNTY OF CABARRUS <br />By: /s/ Carolyn Carpenter <br />Chairman of Commissioners <br /> <br />(G) NEW BUSINESS <br /> <br />(G-1) <br />- 6.30 <br /> <br />Rural Operating Assistance Program (ROAP) Application - Public Hearing <br />p.m. <br /> <br />Mike Downs I Deputy County Manager I introduced Randy Bass who has been <br />named Director of Public Transportation for Cabarrus County. <br /> <br />Randy Bass, Transportation Director I presented information regarding <br />the grant application to the North Carolina Department of Transportation, <br />Public Transportation Division, for Rural Operations Assistance Program <br />(ROAP) funding. The County is applying for $71,691.00 in Elderly and Disabled <br />Transportation Assistance Program (EDTAP) funding, $7,135.00 in Work First <br />funding and $50,189.00 in Rural General Purpose (RGP) funding. He reported a <br />public hearing regarding the funding application is required. <br /> <br />At 9:56 p.m., Chairman Carpenter opened the public hearing on the Rural <br />operating Assistance Program grant application. The Public Hearing Notice <br />was posted on the County's website on April 6, 2005. <br /> <br />There was no one present to address the Board, and Chairman Carpenter <br />closed the public hearing. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />and unanimously carried, the Board authorized the submission of the Rural <br />operating Assistance Program (ROAP) application and approved the following <br />Appendix A, Certified Statement. Further, the Board authorized the County <br />Manager to execute all documents associated with the grant application. <br /> <br />APPENDIX A <br />CERTIFIED STATEMENT <br />FY 2005 - 2006 <br />RURAL OPERATING ASSISTANCE PROGRAM <br /> <br />Whereas Article 2B of Chapter 136 of the North Carolina General Statutes and <br />the Governor of North Carolina have designated the North Carolina Department <br />of Transportation as the agency responsible for administering all federal <br />and/or state programs related to public transportation, and grants the <br />department authority to do all things required in applicable federal and/or <br />state legislation to properly administer the public transportation programs <br />within the State of North Carolina; <br /> <br />WHEREAS, G. S. 136-44.27 established the Elderly and Disabled Transportation <br />Assistance Program; <br /> <br />WHEREAS, funds will be <br />specified in the FY 2005 <br />application; <br /> <br />used for transportation related expenditures as <br />- 2006 Rural Operating Assistance Program (ROAP) <br />
