<br />I <br /> <br />I <br /> <br />I <br /> <br />April 18, 2005 (Regular Meeting) <br /> <br />Page 153 <br /> <br />Liz Jordak of the Mental Health Association of Central Carolinas, Inco/ <br />reported the Association is preparing its annual U.S. Department of Housing <br />and Urban Development (HUD) Scattered Site Housing application. This year <br />the Association is applying for funding to purchase condominiums for persons <br />with mental illness. Ms. Jordak requested a letter of support from the Board <br />and expressed appreciation for past letters of support. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board authorized the Chairman to submit a letter <br />of support for the U. S. Department of Housing and Urban Development (HUD) <br />Scattered Site Housing application for scattered site housing (condominiums) <br />as prepared by the Mental Health Association of Central Carolinas, Inc. <br /> <br />(G-6) Goals for the Remainder of Calendar Year 2005 <br /> <br />Chairman Carpenter read the following list of proposed goals for the <br />remainder of the 2005 calendar year: (1) Formulate and implement a grant <br />program to assist seniors, fixed-income property taxpayers in Cabarrus <br />County; (2) Work to update the adequate public facilities ordinance as <br />discussed at the last agenda work session. Items to be considered include <br />roads, schools and emergency services adequacies. This is to be tied in with <br />the end of the moratorium. (3) Resolve water issue with the City of Concord; <br />(4) Formulate long-range school funding plan; (5) Keep the jail project on <br />track; (6) Successfully complete the transition with the management company <br />for the Arena and Events Center; (7) Resolve the permanent county attorney <br />position and the staff attorney position; (8) Restore and maintain the <br />County's fiscal integrity and take appropriate steps to keep or improve the <br />current bond rating; and (9) Stabilize the tax rate to adequately fund growth <br />needs of the county. <br /> <br />Further, Chairman Carpenter added Goal No. 10: <br />Town Board to look at the old Bethel School facility. <br /> <br />Work with the Midland <br /> <br />(H) APPO~NTMENTS TO BOARDS AND COMM~TTEES <br /> <br />(H-1) Centralina Workforce Development Board <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board reappointed Emily Behm (Education) and Jim <br />Cook (Social Services) to the Centralina Workforce Development Board for <br />terms of two years ending June 30, 2007. <br /> <br />(~) REPORTS <br /> <br />(~-l) Procurement Card Program <br /> <br />The Bank of America Procurement Card program report for the period <br />ending March 31, 2005, as submitted by Sherri Barnhardt, Purchasing Agent, <br />was included as part of the Agenda. <br /> <br />(J) GENERAL COMMENTS BY BOARD KEMBERS <br /> <br />Commissioner Freeman suggested Board members speak face-to-face with <br />the State Jail Inspector in Raleigh concerning the construction of an <br />auxiliary jail. He also commented on the use of local contractors and <br />materials in constructing the Justice Center. <br /> <br />Chairman Carpenter suggested Commissioners Juba and Freeman attend the <br />meeting proposed by Commissioner Freeman. <br /> <br />Commissioner Juba asked that the goals and purpose of the proposed <br />meeting be defined. <br /> <br />Commissioner Juba complimented the Department of Aging on its recent <br />Health Fair. She stated its success was a result of media efforts by the <br />County's Public Information Officers Aimee Hawkins and David Baxter. <br /> <br />(K) WATER & SEWER D~STR~CT OF CABARRUS COUNTY <br /> <br />UPON MOT~ON of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board recessed the meeting of the Board of <br />Commissioners at 10:54 p.m. until the conclusion of the meeting of the Water <br />and Sewer District. <br />
